About this opportunity
The Department of the Air Force Air Education and Training Command is seeking brush removal services for Laughlin Air Force Base in Texas through solicitation FA309925Q0009. The contract requires comprehensive removal and cleanup of trees, shrubs, stumps, rubbish, and woody vegetation over six inches in height from approximately 5.4 acres located outside the base perimeter between the fence line and a railroad. Contractors must provide all management, labor, equipment, transportation, tools, and materials necessary to complete the work, including cutting stumps six inches below ground level, backfilling with topsoil, daily debris removal, and coordinating with Union Pacific Railroad for Right-of-Way approval. The evaluation will use the Lowest Price Technically Acceptable (LPTA) method, with a mandatory site visit scheduled for July 10, 2025 at 1000 AM at the Laughlin AFB Visitors Center. The proposal submission deadline is July 16, 2025, though the government has noted that funds are not currently available and reserves the right to cancel the solicitation at any time.
This opportunity is designated as a 100% small business set-aside under NAICS code 561730 for landscaping services. The contract appears to be a renewal of a previous agreement (FA3099-23-P-0021), indicating there may be an incumbent contractor with prior experience on this project. The work must be completed within 90 days after receipt of order, with the Union Pacific Right-of-Way application process potentially requiring 30-45 working days for approval. The project location is Del Rio, Texas, specifically at the North side of Laughlin Air Force Base exterior near the railroad. The government intends to award a single firm-fixed price contract, and contractors must be registered in the System for Award Management (SAM) and obtain proper vetting for base access through coordination with base security forces.
