About this opportunity
The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice announcing its intent to award a sole source purchase order to Broughton Volunteer Fire Department (BVFD) for fire protection services at the NETL Pittsburgh, Pennsylvania site. This notice was posted on December 9, 2025, and indicates that NETL intends to proceed with a non-competitive procurement based on BVFD's unique qualifications. The procurement falls under the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12, which governs the acquisition of commercial products and commercial services. NETL has determined that BVFD is the only known source capable of meeting the agency's fire protection requirements due to its proximity to the facility and anticipated response capabilities. The service classification is assigned NAICS code 922160 (Fire Protection) and PSC code J012 (Maint/Repair/Rebuild of Equipment—Fire Control Equipment).
The objective of this procurement is to secure comprehensive fire protection services and associated equipment for the NETL Pittsburgh site under a contract period running from January 1, 2026 through December 31, 2026, with four one-year option periods available for a total potential contract duration of five years. Interested parties who believe they can meet NETL's requirements must submit written evidence of their capability to fulfill the fire protection services by 3:00 PM Eastern Time on December 24, 2025, to Contract Specialist Arturo Manantan at arturo.manantan@netl.doe.gov. This notice is not a request for quotes or formal proposals, but rather an invitation for potential alternative sources to demonstrate their capability to compete. Responses submitted will be evaluated solely to determine whether the government should proceed with a competitive procurement rather than proceeding with the sole source award. The government retains complete discretion in determining whether to conduct a competitive procurement based on responses received.

In accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Broughton Volunteer Fire Department (BVFD) for the purpose of providing fire protection services and associated equipment at the NETL Pittsburgh, PA site for a period of 01/01/2026 to 12/31/2026 with 4 (four) 1-year option periods for a total duration of 5 years.
