About this opportunity

The Library of Congress is seeking creative individuals to participate in its Innovator in Residence Program, which requires residents to conduct research with Library collections, create unique digital works, host public programs, and serve as ambassadors for the Library. The program is designed to develop transformational experiences that connect the Library's digital collections with the American people through innovative research and creative projects that demonstrate new possibilities for how the Library relates to and enriches public engagement. Key qualifications include U.S. citizenship or permanent residency status, prohibition of current federal employment, registration in SAM.gov, and a requirement to spend at least 80 cumulative hours on-site at the Library's Washington, DC facility during the first year. The evaluation criteria for concept papers emphasize responsiveness to BAA objectives, quality of the vision statement, and applicant capability and experience, with additional technical approach, project plan, capability/experience, and price evaluation for full proposals. The concept paper submission deadline is April 10, 2026 at 2:00 PM Eastern Time, with selected applicants invited to submit full proposals in May 2026, award announcement expected in August 2026, and contract commencement anticipated in September 2026.

This is a non-set-aside procurement with no incumbent identified. The Library will award up to $90,000 per year for a maximum of two-year residency, with the first year mandatory and the second year optional pending Library approval and available funding, making the maximum potential award value $180,000 over two years. The award will be issued as a contract to an individual or sole proprietorship only; teaming arrangements and organizational entities are ineligible. All project funding is all-inclusive of labor, materials, travel, lodging, and subcontracted services, with applicants proposing their own hourly rates subject to reasonableness evaluation. The residency is primarily remote with required on-site research time in Washington, DC, and all products created must be published under a CC0 1.0 universal license and made available on loc.gov properties at the Library's discretion.

Update #2 · Latest ·

The Library of Congress is the largest library in the world, with millions of books, recordings, photographs, newspapers, maps and manuscripts in its collections.

One of the missions of Library of Congress’ Labs (Labs) at the Library of Congress (Library) is to enable transformational experiences that connect the Library’s digital collections with the American people.

Labs established an Innovator in Residence Program (IIR) in 2017 to invite creative people with diverse perspectives and expertise to enable these transformational experiences, developing work inspired by the Library’s collections that demonstrate possibilities of how the Library relates to and enriches the work, life and imagination of the American people. The residency serves the Library’s Digital Strategy by encouraging creative re-imaginings of how to bring the Library to users, inspire lifelong relationships, and support creativity in emerging styles of research.

Residents are required to do research with Library collections, create a unique digital work that may be hosted on the LC Labs website, host a public program, and serve as an ambassador for the Library during their tenure. The Labs team seeks proposals for research and work that promote insight and inspiration, discovery of Library items, connecting to new or diverse audiences and/or creative remixing and reuse.
