About this opportunity

This Broad Agency Announcement was published by the Naval Air Systems Command Naval Air Warfare Center to solicit proposals in support of the Naval Air Warfare Center Aircraft Division Lakehurst Webster Outlying Field Airborne Systems Integration Division. The notice seeks technologies applicable to air platforms, sensors for manned and unmanned aircraft, and persistent surveillance systems to advance capabilities for aviation missions including anti-surface warfare, counter-unmanned systems, and naval warfare.

The BAA aims to develop advanced capabilities and reduce costs of transitioning sensor technologies to the fleet. It covers sensors, processing, systems, modeling, interfaces and other techniques applicable to air platforms, communications relay, electro-optical, infrared, radio frequency or acoustic sensors for Navy aircraft and air systems. Responses are due by June 10, 2021 for Phase I proposals, with Phase II selection by invitation. Awards will be contracts or other transaction agreements. Eligible offerors include those with expertise in areas such as air platforms, communications relay, electro-optical, infrared, radio frequency or acoustic sensors for Navy aircraft and air systems.

Update #2 · Latest ·

05 May 2021 - The purpose of this notice revision is to update the Points of Contact and to replace the Product Service Code AD93 - R&D - DEFENSE OTHER: OTHER (ADVANCED DEVELOPMENT) with AC33 - National Defense R&D Services; Defense-related activities; Experimental Development.  No other changes have been made.

Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst in support of Webster Outlying Field (WOLF) Airborne Systems Integration (ASI) Division is soliciting white papers/proposals for research and development support in technologies that are applicable to the following: air platforms, communications relay, Electro-Optical (EO), Infrared (IR), Radio Frequency (RF), acoustic sensors, manned and unmanned airborne payloads, persistent surveillance technologies, and special sensor systems for Navy Aircraft and Manned/Unmanned Air Systems (UAS).

The NAWCAD WOLF ASI Division develops advanced air platforms, sensors (e.g., acoustics, EO/IR, radar, magnetics, and other special sensors), and systems. The purpose of these sensors and surveillance systems is to support a variety of aviation missions including Air Undersea Warfare (USW), airborne strike, air warfare, counter-air, close air support and interdiction, defense suppression, electronic attack, naval warfare and amphibious strike, Counter Unmanned Systems (C-UxS), and anti-surface warfare. Most of the air platforms will be small unmanned Group 1 to Group 3. Although most of the sensors will be air deployed (via manned or unmanned aircraft), ground, surface, and undersea deployable sensors will also be included when mission driven.

This BAA not only includes sensors, sensor data processing, and sensor systems, but it also includes mathematical modeling of the sensors and air platforms, communication techniques between the sensors and/or platforms, interfaces, software development, the fusion and exploitation of multi-sensor data, and other techniques used to develop advanced capabilities and reduce the cost of transitioning sensors technologies to the fleet. Furthermore, this BAA shall cover development and analysis of related air, sea, and land clutter detection models using relevant sensor data.
