About this opportunity
The Washington Headquarters Service (WHS), on behalf of the Office of the Secretary of War (OSW) and the Office of the Assistant Secretary of War for Critical Technologies (OASW(CT)), has published a Special Notice announcing its intent to extend a sole source bridge contract to the incumbent contractor, Science Applications International Corporation (SAIC). This notice, posted on March 11, 2026, is not a request for proposals but rather a notification of the agency's intent to proceed with a contract extension under simplified acquisition procedures and justification of a single source award. The bridge contract extension will continue specialized technical and program management support services that SAIC previously provided under prior contract vehicles. This action is being taken under Federal Acquisition Regulation authorities that permit sole source awards when only one responsible source can satisfy agency requirements and duplication of costs would result from competition.
The extension of bridge contract HQ0034-25-C-E-098 is intended to provide a period of performance from March 18, 2026 to May 17, 2026, during which time the agency will complete a competitive reacquisition with an anticipated award date of April 31, 2026. The primary purpose of this bridge extension is to maintain continuity of highly specialized technical and program management support services while the competitive acquisition process concludes. The submission deadline for this notice is March 17, 2026; however, this is not a competitive solicitation and requests for copies of solicitation documents will not be honored. Only SAIC, as the incumbent contractor, is eligible to receive this sole source bridge contract award. The work supports administrative management and general management consulting services within the Defense category, classified under NAICS code 541611 and PSC code R499.
Notice text
This is not a request for quote/proposal. Pursuant to FAR 5.203(a), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Office of the Secretary of War (OSW), Office of the Assistant Secretary of War for Critical Technologies (OASW(CT)) intends to extend a short-term, sole source bridge contract to the incumbent contractor, Science Applications International Corporation (SAIC) [CAGE Code: 6XWA8; 12010 SUNSET HILLS RD FL 4, RESTON, VA 20190 USA, United States]. The contractor originally provided support services under GSA Contract Number GS00Q14OADU130, Task Order number 47QFCA20F0019 which expired on September 17, 2025. A bridge contract was awarded under Contract Number HQ0034-25-C-E-098 to SAIC with a period of performance (POP) from September 18, 2025 to March 17, 2026. The anticipated POP for the bridge extension (HQ0034-25-C-E-098) is from March 18, 2026 to May 17, 2026.
The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services and 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
The contract is intended to meet OSW requirements to provide specialized technical and program management support OASW(CT). The follow-on requirement is currently being recompeted through a competitive acquisition with an anticipated award date of April 31, 2026.
This notice of intent is not a request for proposals. Requests for copies of a solicitation in response to this notice will NOT be honored or acknowledged. Phone calls and requests for meetings will not be accepted.
