About this opportunity

USAID Nigeria intends to award a sole source bridge contract to DevTech Systems Inc. for monitoring, evaluation, and learning services. The contract value is approximately $1.8 million to transfer mission program data from DevTech's existing Monitor system to USAID's new Development Information System and provide continued MEL services from March 16, 2021 to June 15, 2021. As the incumbent provider, DevTech will utilize its highly specialized expertise to fulfill contract requirements on an accelerated schedule without substantial additional costs to the government.

This will be an 8(a) set-aside contract awarded under AIDAR authority when full and open competition would impair foreign assistance programs. DevTech, located in Canada, will perform services for USAID Nigeria through June 15th. The cost-plus-fixed-fee completion contract is estimated at $1.8 million to transfer data by the June deadline and provide two months of additional MEL support, leveraging DevTech's existing institutional knowledge as the incumbent from the preceding contract ending March 15, 2021. No further solicitations, evaluations, or discussions will occur for this non-competitive award due to the need to mitigate risks from transitioning such specialized work.

NOTICE OF INTENT (PRE-SOLICITATION NOTICE FOR A NON-COMPETITIVE ACTION)

The United States Agency for International Development (USAID) Nigeria intends to make a sole source Bridge Contract award to DevTech Systems Inc for the purpose of transferring Mission program data from DEVTech’s Monitor® system to the Agency’s Development Information System (DIS) and for providing continued monitoring, evaluation and learning (MEL) services to the Nigeria Mission for approximately $1.8 million.  The period of performance is March 16, 2021 to June 15, 2021.  Type of contract is Cost-Plus-Fixed-Fee Completion. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.   Furthermore, in 706.302-70(b)(5) states that this authority may be used for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
