About this file

This document provides a pre-award synopsis and notice of intent for a bridge contract to DevTech Systems Inc. USAID Nigeria intends to award a sole source bridge contract valued at approximately $1.8 million to DevTech Systems Inc. for the purpose of transferring mission program data from their existing Monitor system to USAID's new Development Information System, and to provide continued monitoring, evaluation, and learning services to USAID Nigeria from March 16, 2021 to September 15, 2021. The contract will be a cost-plus-fixed-fee completion contract. USAID Nigeria is citing authority under the AIDAR that permits awarding the contract without full and open competition when doing so would impair foreign aid programs or result in substantial additional costs or delays for the government. DevTech Systems Inc. is the incumbent provider of these services under an existing contract through March 15, 2021.

Solicitation Number: 72062021R00002 Issue Date: January 7, 2021 Closing Time: 5pm West Africa Time Notice Type: Pre-solicitation

Ladies and Gentlemen:

Synopsis: The United States Agency for International Development (USAID) Nigeria intends to make a sole source Bridge Contract award to DevTech Systems Inc for the purpose of transferring Mission program data from DEVTech’s Monitor® system to the Agency’s Development Information System (DIS) and for providing continued monitoring, evaluation, and learning (MEL) services to the Nigeria Mission for approximately $1.8 million. The period of performance is March 16, 2021 to September 15, 2021. Type of contract is Cost-Plus-Fixed-Fee Completion. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. Furthermore, in 706.302-70(b)(5) states that this authority may be used for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.

DevTech Systems Inc currently provides MEL services to USAID/Nigeria under existing contract AID-OAA-1-15-00018 through March 15, 2021. This contract is needed for managing the migration of the Mission’s results data to the newly mandated DIS system and for continued support with a limited set of critical MEL services for a period of six months effective March 16, 2021. The contract value is estimated not to exceed $1.8m in fulfilment of program objectives that align with the original contract. No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
