About this opportunity

The Federal Bureau of Investigation (FBI), operating through its Redstone Arsenal Field Office, has published a Special Notice regarding the re-commissioning of an HVAC system at their facility. The FBI intends to execute a sole source, Firm Fixed Price contract with Carey's Heating and Air Conditioning, Inc., the original designer and installer of the range HVAC system in the building. This procurement is being conducted under the authority of FAR 6.103-1, which permits negotiation with a single source when no other supplies or services will satisfy the agency requirement. The notice explicitly states that this is not a request for competitive quotations, and interested parties are invited to submit capability statements to potentially challenge this determination.

The primary objective of this procurement is to complete a one-time re-commissioning of the existing HVAC system. Interested parties who believe they can satisfy this requirement must submit their interests and capability statements via email to Contracting Officer Kaitlin B. Casey no later than April 3, 2026 at 11:59 PM Central Time. The government has established the overall opportunity deadline as April 6, 2026. Responses submitted through any means other than email will not be accepted for consideration. The government will evaluate all submissions received to determine whether competitive procurement is warranted, and retains full discretion to proceed with the sole source award or open the requirement to competition based on the responses received.
