About this opportunity

The Naval Surface Warfare Center Carderock Division (NSWCCD) is procuring 18 Bren-tronics Li6T military batteries for laboratory testing under the OSD funded OECIF RAVIOLI program. The procurement consists of 13 modified batteries requiring specific configuration changes including disabled safety features, added cartridge heaters, thermocouples, and cell voltage sense wires, plus 5 unmodified batteries that must comply with military specification MIL-PRF-32565. These batteries are intended for abusive testing as part of the U.S. Marine Corps LVSR Anti-idle retrofit kit program, where the specific Bren-tronics Li6T battery variant is being fielded and requires qualification testing. The solicitation was originally structured as a sole source procurement to Bren-tronics Defense LLC but was amended to allow authorized distributors to compete. Proposals were initially due August 11, 2025, but Amendment 0001 extended the deadline to 10:00 AM EDT on August 22, 2025, with delivery requested by September 19, 2025.

This procurement is designated as a total small business set-aside with a NAICS code of 335910 (Battery Manufacturing) and a size standard of 1,250 employees. Bren-tronics Defense LLC was identified as the original intended sole source contractor due to their proprietary design and exclusive manufacturing capabilities for these specific military batteries, though the amendment now allows their authorized distributors to participate. The contract will be awarded as a firm fixed price arrangement under the simplified acquisition threshold, though specific dollar values are not disclosed in the available documentation. Performance will take place in Westlake, Maryland, with delivery scheduled to NSWC Carderock Division in Bethesda, Maryland. The procurement justification emphasizes that these batteries cannot be obtained through standard Defense Logistics Agency channels due to the specialized modification requirements and unique electrical and chemical characteristics needed for the testing program.
