About this opportunity
The Department of the Army National Guard, 119th Wing, seeks procurement of one brand name or equal all-terrain utility vehicle (Polaris PRO XD Full-Size Gas Crew or equal), with quotations due June 30, 2026 at 1:00 PM Central Daylight Time and questions due June 25 at 3:00 PM Central Daylight Time. This is a 100% Small Business Set-Aside under NAICS code 336999 with a small business size standard of 1,000 employees.
Place of performance is North River, ND 58102. Delivery is FOB Destination to 1400 32nd Ave. North, Fargo, ND 58102, with delivery charges either included in the unit price or itemized separately.
The vehicle must meet comprehensive salient characteristics: a 4-door configuration not exceeding 160 inches long, 65 inches wide, or 80 inches high; a gasoline engine with minimum 950 cubic centimeter displacement and 30 miles per hour top speed; hydrostatic or automatic transmission; 4-wheel drive or all-wheel drive capability; 2,500 pound minimum towing capacity; fully enclosed cab for four occupants with removable doors, roll-down windows, front windshield with wipers, and extreme cold weather heating; Roll Over Protection System; seatbelts for all occupants; complete lighting and instrumentation packages; cold weather package including battery and oil pan heaters and plug-in battery tender; rear cargo box with enclosure; rear receiver hitch; capability to operate continuously to minus 30 degrees Fahrenheit; comprehensive service manual; and minimum 1-year manufacturer's warranty.
Amendment 0001 clarified that the vehicle must be delivered fully assembled, serviced, tested, and in turn-key operational condition with all required accessory packages (enclosed cab, cabin heater, lighting package, and cold weather kits) fully dealer-installed prior to delivery. Quotations not explicitly stating full assembly and installation will be deemed technically unacceptable.
Evaluation is based on technical acceptability (pass/fail), past performance (pass/fail), and price, with price as the determining factor among technically acceptable offers. Offerors must submit a Bill of Materials or manufacturer configuration sheet and maintain active SAM.gov registration at quote submission. The PSC code is 2320.

Update #2 · Latest ·
AMENDMENT 0001 / REQUIREMENT CLARIFICATION:
The purpose of this update is to clarify the delivery and assembly requirements for the All-Terrain Utility Vehicle (UTV).

2. Unacceptable Delivery Methods:
To be determined technically acceptable, all quotations must explicitly state that the proposed vehicle will be delivered fully assembled with all accessory packages installed.
