About this opportunity
Naval Sea Systems Command seeks procurement of Cisco network hardware comprising 10 switches and associated accessories for the DDG 1000 Land Based Test Environment, with proposals due May 8, 2026. The procurement is a Total Small Business set-aside and a brand-name-only solicitation under FAR 13.106-1(b)(1)(i), executed through GSA.
Place of performance is Naval Surface Warfare Center Philadelphia Division, Building 542, with FOB Destination and Government inspection and acceptance at that location. Delivery is required six weeks after contract award, with a delivery deadline of June 12, 2026.
The solicitation comprises 16 line items of commercial off-the-shelf Cisco components: four Catalyst 9300X 24x25G Fiber Port modules, four Catalyst 9300 8x10G/25G Network modules, 88 1000BASE-SX SFP transceiver modules, 52 10GBASE-SR SFP modules, eight 1000BASE-T SFP modules, two Catalyst C9200L-48T-4X 48-port switches, three Catalyst 9200L-24T-4X Layer 3 switches, one Catalyst 9300 48-port data switch, one additional Catalyst 9300 network module, five 125W AC power supplies, one 350W AC power supply, one 715W AC power supply, four additional 715W AC power supplies, one USB3.0 SSD storage unit, one stacking cable, and one stack power cable. Brand-name justification establishes that Cisco hardware is required for compatibility with shipboard DDG 1000 components and compliance with Naval Surface Warfare Center Dahlgren Division Risk Management Framework and Security Technical Implementation Guide parameters. Market research evaluated Juniper, HPE/Aruba, Extreme Networks, Ubiquiti, TP-Link, Netgear, and EnGenius; alternatives cannot run dedicated Cisco firmware required for RMF compliance. Award will be made on a firm fixed-price basis to the lowest-priced technically acceptable quoter demonstrating responsibility. Direct inquiries to dorene.c.nollie.civ@us.navy.mil; no phone calls accepted.
