About this file
This is a Brand Name Justification document for a Firm-Fixed-Price purchase order award for Cisco Network Hardware supporting a technology modification for the DDG 1000 Land Based Test Environment (LBTE).
The procurement consists of 16 distinct Cisco product line items totaling Commercial off-the-Shelf (COTS) components, including four Catalyst 9300X switches, four Catalyst 9300 network modules, eighty-eight 1000BASE-SX transceiver modules, fifty-two 10GBASE-SR SFP modules, eight 1000BASE-T SFP modules, three Catalyst 9200L-24T-4X Layer 3 switches, two Catalyst C9200-L-48T-4X switches, one Catalyst 9300 48-port data only switch, one Catalyst 9300 network module, five 125W AC power supplies, one 350W AC power supply, one USB3.0 SSD storage unit, one stacking cable, one stack power cable, and four 715W AC power supplies. Delivery is required six weeks after contract award with no option quantities or periods. The justification establishes that brand-name Cisco components are essential because the LBTE must maintain hardware compatibility with shipboard DDG 1000 components and comply with the Naval Surface Warfare Center Dahlgren Division Risk Management Framework (RMF) package and Security Technical Implementation Guide (STIG) parameters. Market research evaluated alternative vendors including Juniper, HPE/Aruba, Extreme Networks, Ubiquiti, TP-Link, Netgear, and EnGenius; however, these alternatives cannot run dedicated Cisco firmware and configurations required for RMF compliance, and Raytheon, the Tier 1 integrator, advised against non-Cisco brands due to unacceptable operational risk. Two vendors were identified as capable of providing all necessary parts through GSA Advantage and open market sources at the time of submission.

These items are Commercial off the Shelf (COTS) parts. The estimated value is ----------.
Delivery is 6 weeks after contract award, there are no option quantities or periods. Cisco parts are necessary for compatibility with existing DDG 1000 components.
2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
This procurement of Cisco branded hardware and equipment is necessary to provide a critical technology modification of the DDG 1000 LBTE to allow it to maintain development and operation of -------- systems. The Land Based Test Environment (LBTE) for ------ is a recreation of the Machinery Control System (MCS) and Engineering Control System (ECS) network on land. For the LBTE to be able to function and continue development, relevant hardware in the LBTE must match what is installed shipboard.
The -------- LBTE is required to be compliant with the shipboard Risk Management Framework (RMF) package in order to maintain our Authority To Operate (ATO). The currently approved RMF package, which is owned by Naval Surface Warfare Center Dahlgren Division and shared between test sites including our own, uses Cisco hardware, firmware, and configurations which are compliant to Security Technical Implementation Guide (STIG) parameters. A deviation from Cisco hardware will result in configurations and firmware which are no longer compliant with the ------ Shipboard RMF package and potentially uncompliant to STIG parameters, which will result in a loss of the ----- LBTE’s ATO.
From a technical perspective, failure to match shipboard hardware may result in the non-functionality of the -------- LBTE or may otherwise introduce unacceptable risk, as software would be developed and deployed to differing hardware. Such risks may include costs incurred to redevelop software, material delays to ship updates and installations, and, in the worst case, unexpected loss of shipboard functionality to critical systems.
3. MARKET SURVEY
Market research was conducted on other switch brands, such as Juniper, HPE/Aruba, Extreme Networks, Ubiquiti, TP-Link, Netgear, and EnGenius. While these switches could reproduce much of the functionality of the Cisco switches, they are unable to run the dedicated Cisco firmware and configuration files tailored for our Risk Management Framework (RMF) package by NSWC Dahlgren Division. Additionally, during discussions on procuring network upgrade material, our Tier 1 integrator, Raytheon, was consulted about the potential compliance of other switch brands to the functionality of our LBTE. They indicated that the use of other switch brands was not advised and introduced unacceptable risk, outside of the fact that it would not be RMF compliant.
Thus, the brand-name Cisco components are essential to the Government’s requirements.
A market research for providers was performed by searching for parts that were available through GSA advantage and the open internet through Google. At time of original submission, two companies were shown to be able to provide all necessary parts for purchase. They are included in the table below. Pricing at the time of submission and price comparisons are contained in the Price_Comparison.xlsx excel file, attached to the package submission. Required hardware was also available through several open market providers found via Google Search.
