About this opportunity

The U.S. Citizenship and Immigration Services (USCIS) has issued a Limited / Sole Source Justification Notice for Rocket Software licenses to be procured through NASA's Solutions for Enterprise-Wide Procurement (SEWP) contract. The procurement covers 10 Contract Line Item Numbers (CLINs) for software licenses and maintenance, including Rocket Host Access Management and Security Server licenses, Reflection Desktop licenses, and related support services. These software products will enable secure connection of desktop and mobile users to various computer systems, including IBM, UNIX, Linux, OpenVMS, and HP systems through a Windows-based terminal emulator. The justification highlights Rocket Software as the only compatible solution meeting USCIS's specific technical requirements, with two authorized resellers identified: BahFed Corp and Sterling. The contract is scheduled for award on May 30, 2025, with a performance period from July 1, 2025, through June 30, 2026, and includes quantities ranging from 12 to 354 units across perpetual licenses and 12-month maintenance support. While specific award values were not explicitly detailed, the procurement is designed to upgrade USCIS's information and communications technology infrastructure with specialized terminal emulation software.
