About this file
This document is a Brand Name Limited-Sources Justification (LSJ) from the U.S. Citizenship and Immigration Services (USCIS) for Rocket Software licenses. USCIS intends to procure software through NASA's Solutions for Enterprise-Wide Procurement (SEWP) vehicle, specifically Rocket Software products including Host Access Management and Security Server licenses, Reflection Desktop licenses, and related maintenance support. The software will enable connection of desktop and mobile users to IBM, UNIX, Linux, OpenVMS, and HP systems via a Windows-based terminal emulator, with a performance period from 07/01/2025 through 06/30/2026.
Two authorized resellers were identified: BahFed Corp (located in Portland, OR) and Sterling (located in North Sioux City, SD), both listed on SEWP contracts. The justification notes that market research confirmed these vendors can meet USCIS requirements, with Sterling responding in January 2025 and BahFed providing additional pricing in March 2025. The document emphasizes that Rocket Software is the only compatible solution providing the specific licenses needed to secure, connect, and provide terminal access to desktop systems, justifying the brand-name limited-sources approach under Federal Acquisition Regulation (FAR) 8.405-6.

Brand Name Limited-Sources Justification, Exceeding the Micro-purchase Threshold and up to the Simplified Acquisition Threshold, Rocket Software
REFERENCE: and
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Office of Contracting, proposes to award a(n) Order, on behalf of Human Capital and Training (HCT), pursuant to FAR 8.405-6, Limiting Sources.
2. Nature and/or description of the action being approved.
USCIS intends to limit the Federal Supply Schedule (FSS) contractors solicited to a particular brand name product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
The information and communications technology product (ICT) is defined as a diverse set of technological tools and resources used to communicate, and to create, disseminate, store, and manage information. The software will be used to connect desktop and mobile users to IBM, UNIX, Linux, OpenVMS, and HP systems to a Windows-based terminal emulator. Secure, manageable, and easy to use, Reflection Desktop continually delivers better ways of doing business. ICT as reported is generally not a software application used by the general nontechnical user.
There were two authorized resellers that provided responses. The respondents included BahFed Corp and Sterling. BahFed Corp is located at 1000 SW Broadway Ste 1110 Portland, OR 97205, while
Sterling is located at 303 Centennial Dr, North Sioux City, SD 57049. The brand name Rocket
Software with be ordered through the National Aeronautics and Space Administration’s (NASA)
Solutions for Enterprise-Wide Procurement (SEWP). BahFed is listed its offerings on SEWP under
NNG15SD09B, whereas Sterling’s is listed under SEWP V - NNG15SC20B.

The total dollar amount of proposed action is $ during the period of performance of
07/01/2025 through 06/30/2026.
4. Authority and supporting rationale.
The proposed order or BPA will be placed or established under the authority of the Multiple-Award
Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for
Executive Agencies. Pursuant to FAR 8.405-6(b), this brand name specification must be used because it is the only compatible software that provides licenses that secure, connect, and provide terminal access to desktop systems.
The results of recent market research indicate other companies’ similar products lack the particular/unique feature(s) required and do not meet, or cannot be modified to meet, the needs of
USCIS.
In January of 2025, the Research Management Division (RMD) contacted vendors within the NASA
SEWP vehicle to ascertain pricing to competing vendors for the Reflection requirements. Sterling, one of the providers for Reflection Desktop, was the only vendor that responded and provided full market research pricing. March 2025, BahFed provided full market research pricing as well. This was weeks after the RFI had closed; the information was accepted and evaluated. Therefore, there are at least two vendors that can meet this requirement.
5. USCIS intends to post this requirement on NASA SEWP pursuant to FAR 8.405-
6(b)(3)(i)(A).
6. Contracting Officer Certification and Approval.
