About this opportunity

The Internal Revenue Service, a bureau of the Department of the Treasury, is conducting a Sources Sought Request for Information (RFI) regarding the procurement of brand-name HPE servers, storage systems, networking switches, and 60-month warranty and support packages. This pre-solicitation notice seeks to identify qualified vendors capable of supplying specialized computing infrastructure to support the IRS Continuous Data Monitoring (CDM) program, which requires modernized equipment to achieve FIPS 140-3 compliance and enable enterprise analytics capabilities while maintaining proper separation between production, development, test, and prototyping environments. The procurement emphasizes strict adherence to Treasury, FISMA, and NIST cybersecurity guidelines, with all hardware required to be TAA-compliant and delivered to the Enterprise Computing Center-Martinsburg in Kearneysville, West Virginia within 60 days of award. As this is a Sources Sought RFI rather than a formal solicitation, vendors should submit responses by March 6, 2026, to express capability and interest in the forthcoming formal request for proposals. The evaluation criteria will assess vendor capability to deliver the specified HPE equipment configurations and comprehensive support services meeting all federal compliance and technical requirements.

This procurement is designated as a Total Small Business set-aside, restricting competition to small business concerns as defined by the Small Business Administration. The specific hardware requirements include 15 HPE DL380 Gen12 servers with Intel Xeon 6767P processors, 3 HPE DL380a Gen12 servers with NVIDIA H200 NVL accelerators, 2 HPE Alletra B10140 storage systems providing approximately 2.8 petabytes of usable capacity and 6 petabytes of effective capacity, and 2 HPE SN6700B 64Gb Fibre Channel networking switches with POD upgrade licenses. The contract scope encompasses 60 units each of comprehensive maintenance and support services covering three-year software support licenses, ProLiant startup services, HPE Tech Care Essential coverage with iLO Advanced licenses, and field support services for all hardware components. While no explicit budget range or award value is disclosed in this pre-solicitation notice, the scope of equipment and 60-month warranty requirements suggests a significant contract value spanning multiple fiscal years.
