About this file
This is a Statement of Work (SOW) for the Internal Revenue Service (IRS) Continuous Data Monitoring (CDM) program to procure HPE servers and related infrastructure to replace aging equipment and achieve FIPS 140-3 compliance.
The acquisition requires delivery of 15 HPE DL380 Gen12 servers (Part Number P73282-B21), 3 HPE DL380a Gen12 servers (Part Number P76706-B21), 2 HPE Alletra B10140 storage systems (Part Number S4V67A), and 2 HPE SN6700B storage networking switches (Part Number R6B05A). The servers will be configured with Intel Xeon processors, 64GB memory, storage controllers, and high-performance fan kits. The DL380a servers include NVIDIA H200 NVL accelerators for advanced analytics. Additional deliverables include 60 units each of maintenance and support services for the servers, storage systems, and switches, covering three-year support licenses, startup services, installation services, and field support. The delivery period is 60 days from award, with all items to be shipped to the Enterprise Computing Center-Martinsburg (ECC-MTB) in Kearneysville, West Virginia. The SOW emphasizes that the CDM program requires this modernized infrastructure to support enterprise analytics, network monitoring, and database activity detection across the IRS cybersecurity environment while maintaining compliance with Treasury, FISMA, and NIST guidelines. The Contracting Officer's Representative is Oladotun J Olakunle, and Section 508 accessibility compliance standards for Information and Communication Technology products and support services are applicable to the contract.

STATEMENT OF WORK
HPE DL380 Servers to replace existing aging infrastructure and migrate the data to modernized FIPS 140-3 compliant hardware HP DL380 Gen 12.
1. BACKGROUND
The Continuous Data Monitoring (CDM) program is part of the Cyber Security computing environment and is an integral component of IRS strategy for providing an aware and secure environment. Its success has received awards from the Commissioner for continued efforts in securing, supporting and monitoring the Enterprise to remain compliant with FISMA guidelines and other BOD directives. The project management expertise, and its reputation have made it the destination of choice for many of the IRS’ leading engineers and data scientists. Early adoption of new insights and discovery through CDM supports IRS strategic interests as well as OMB’s vision for supporting the government.
CDM is specifically designed to detect distinctive use patterns and presence of activity dynamically identifying and evaluating network endpoints, DB activity and applications across the Enterprise. It combines multi-structured and distributed data sets over many concentric circles of data for specialized modeling in Splunk. This capability allows users to address new questions and build on knowledge from aggregated data and compliance. It provides flexible, interactive, and responsive dashboards that let users focus on unconstrained real-time data metrics and reporting. It invests in tools and technologies that are tailored to detection, monitoring and discovery and that align to the fast-moving areas of data science, advanced analytics, and reporting.
Investments in CDM’s data and technology capabilities have been significant drivers of success in risk discovery, data/network insights, and workload planning. Through partnerships internally and externally, CDM has also accelerated innovation in other areas of database analytics, monitoring, detection and response.
This acquisition involves the purchase of HPE DL380/DL380a servers, storage and switches, described in Section 3, to support a range of patterns and applications in the CDM computing environment. HPE also ensures the Silicon Root of Trust which is a hardware-embedded technology that creates an immutable, unchangeable fingerprint on the HPE Integrated Lights- Out (ILO) chip. Drivers of this investment include new analytical initiatives, operations support, and the need to match specific technology investments with changes in use patterns. This effort will ensure FIPS 140-3 compliance is met and appropriate levels of technology infrastructure for enterprise analytics and mitigate risks to other management and technical controls related to the separation of production, development, test, and prototyping environments. It will ensure that CDM and the IRS CIO are meeting operational responsibilities under Treasury, FISMA, and NIST guidelines in the management of IT assets.
Specifically, the servers are necessary to support the rust hardware refresh initiative.
2. SCOPE AND OBJECTIVES
The goal of this effort is to purchase HPE servers as described in Section 3. Cyber manages and administers its own equipment in the SEC-1 GSS boundary and will integrate this equipment at the IRS Enterprise Computing Center – Martinsburg (ECC-MTB).
3. DESCRIPTION OF TASKS AND DELIVERABLES
