About this opportunity

The United States Marine Corps is procuring a Flow International Corporation EchoJet 1313 fully enclosed programmable waterjet cutting system through a sole source solicitation. The Marine Corps Tactical Systems Support Activity (MCTSSA) at Camp Pendleton requires this modern enclosed waterjet to replace an aging Flow Mach 2 2031B model currently used by the Amphibious Vehicle Test Branch Fabrication Shop. The waterjet system must feature a work envelope between 4-5 feet, be compatible with existing FlowMaster software and infrastructure, reduce operational noise by 50%, and be self-contained with integrated cutting bed, pump, and controller utilizing water and garnet abrasives. Additionally, the system must be able to re-utilize and integrate the existing water pump for seamless operation and be installable without infrastructure modifications. The government will utilize simplified acquisition procedures under FAR Part 13, with quotations due by 3:00 PM Pacific Time on August 29, 2025, following two amendments that extended deadlines and added technical requirements.

This procurement is designated as sole source to Flow International Corporation with no set-aside designation, as Flow International maintains full exclusivity over the EchoJet 1313 product from design through production. The contract will be awarded on a firm-fixed-price basis with delivery required within 14 weeks after contract award, and installation must be completed within 2 weeks of delivery at the Amphibious Vehicle Test Branch at Camp Pendleton, California. The solicitation includes requirements for system upgrades, operator training, and has a machine lifecycle expectancy of 8 to 12 years. The procurement falls under NAICS code 333517 (Machine Tool Manufacturing) with a size standard of 500 employees, and the government conducted an optional site survey on August 22, 2025, to allow vendors to assess the installation environment. While specific award values are not disclosed, the acquisition operates under the Simplified Acquisition Threshold and targets Flow International Corporation located at 2130 N. Agate Street, Orange, CA 92867.
