About this opportunity

The Department of the Army Materiel Command Army Contracting Command is seeking qualified contractors to provide Port Handling and Inland Transportation (PHIT) services in Indonesia through multiple Blanket Purchase Agreement (BPA) orders. The procurement covers port operations and inland transportation services for US Government personnel and cargo movement across multiple Indonesian locations, including Palembang and Jakarta, with performance anticipated to commence as early as August 2026. Key contract requirements include provision of comprehensive line haul equipment (flatbed trailers, lowboy trailers), material handling equipment (forklifts, cranes, boom trucks), and supporting services such as loading ramps, office containers, tents, wash-down services, and power generation systems. All equipment operators must demonstrate proficiency in conversational English and maintain valid operating licenses, while contractors bear full responsibility for equipment maintenance, fueling, repairs, insurance, permits, and all operational costs. The Government will evaluate quotations, bids, or proposals submitted by responsible sources solicited in accordance with Federal Acquisition Regulation (FAR) 12.201-1(e)(3) and the terms and conditions of the BPA. The pre-solicitation notice was posted on April 27, 2026, with a due date of May 15, 2026, and interested parties should contact CPT Emily DeYoung or MAJ Molly Libowski at the Army Contracting Command office in Hawaii for additional information regarding BPA holder status.

This procurement contains no set-aside designations and does not identify any current contractors or potential incumbents. The pre-solicitation notice does not specify an award value or budget range for the BPA orders. Performance standards require 100 percent compliance with specified standards and applicable US, Indonesian, and local laws, with critical operational requirements including 24-hour emergency response capability, real-time vehicle tracking systems, late delivery notifications, disabled equipment recovery within 24 hours, unlimited mileage and operating hours, and 24/7 points of contact for service scheduling. Contractors must obtain all necessary passes and clearances from the Indonesian National Armed Forces (TNI) at their own expense and submit pricing at the individual call order level on a unit basis, with fuel and operational costs built into contract prices rather than billed separately. The BPAs are subject to annual review, and the Government may add additional BPA holders if determined to be in the best interest of the Government.
