About this file

This is a Performance Work Statement (PWS) for a Blanket Purchase Agreement (BPA) covering Port Handling and Inland Transportation (PHIT) services in Indonesia, effective December 2025. The BPA is a non-personal services contract under which the Government will issue individual call orders as needed to fulfill port operations and inland transportation requirements for US Forces personnel transporting cargo between designated origins and destinations throughout Indonesia.

The PWS specifies comprehensive service requirements including line haul equipment and drivers (20-foot and 40-foot flatbed trailers, lowboy/RGN trailers with capacities up to 40,000 kg), material handling equipment (forklifts, cranes, boom trucks), and supporting services such as loading ramps, 20-foot office containers with air conditioning, tents with power generation and air conditioning, wash-down services, lighting equipment, portable latrines, hand washing stations, trash removal, and power generation systems. All equipment operators must be proficient in conversational English and hold valid operating licenses. The contractor bears full responsibility for equipment maintenance, fueling, repairs, insurance, permits, installation/de-installation, and all operational costs including tolls and base access fees. Performance standards require 100% compliance with specified standards and applicable US, Indonesian, and local laws. Critical requirements include joint pre- and post-inspection of equipment with the Contracting Officer's Representative (COR), 24-hour capability response for emergencies, vehicle tracking systems with real-time reporting, late delivery notifications, recovery of disabled equipment within 24 hours, and unlimited mileage/operating hours. The contractor must obtain all necessary passes and clearances from Indonesian National Armed Forces (TNI) at their own expense and provide 24/7 points of contact for scheduling services. Pricing is submitted at the call level on a unit basis, with fuel and all operational costs built into contract prices rather than billed separately.
