About this opportunity
The US Geological Survey Office of Acquisitions and Grants seeks to establish a five-year Blanket Purchase Agreement for geologic sample processing and geochemical, mineralogical, and isotopic laboratory analyses, with proposals due September 15 and questions due September 11. An amendment issued September 9 removed the small business set-aside restriction; the procurement is now open to all responsible sources.
Place of performance is Reston, Virginia. The contractor must be registered to ISO/IEC 17025:2017 international quality standards, including ISO 9001:2015 and ISO 9002 specifications. Required analytical capabilities include dry crushing, riffle splitting, pulverizing, sample digestion by lithium metaborate/tetraborate fusion, geochemical analysis by ICP-OES, ICP-MS, INAA, and XRF, X-ray diffraction for mineral analysis, and radiogenic and stable isotope analysis for lead, neodymium, samarium, strontium, oxygen, sulfur, nitrogen, and carbon. Results must include major element oxides to 0.01 weight percent precision and trace elements to specified precision levels, with QA/QC data for every batch. Analytical results and QA/QC data are due within 120 days; processed samples must be returned within 90 days, both in Excel workbook format.
The BPA ceiling is $200,000 over five years (September 30, 2026 through September 29, 2031), with no minimum or maximum order per year. No funding is obligated on the BPA; all charges process as fixed-price BPA calls. USGS will issue calls monthly on an as-needed basis for between 130 and 410 samples per fiscal year. The contractor must bid unit prices per sample across nine distinct services. The NAICS code is 541380, Testing Laboratories and Services. Service Contract Act wage determination 2015-4281 (Rev. 38) applies. The vendor must be registered at SAM.gov and submit quotes via email to brian_baker@ios.doi.gov.
Notice text
USGS, Florence Bascom Geoscience Center (FBGC) is seeking to establish a BPA for 5 years, with no options to exercise and with no minimum or maximum amount or order per year or number of orders per year, to request for lab sample analysis service to process geologic samples and provide geochemical, mineralogical, and isotopic analyses.
The laboratory must be registered to international quality standards through the International Organization for Standardization / International Electrotechnical Commission (ISO/IEC) 17025:2017 (including ISO 9001:2015 and ISO 9002 specifications). Calls issued as needed, not to exceed $200,000.00 over the period of five (5) years. Therefore, it is very important for the contractor to bid for unit price per sample, and the total price will be calculated from the total number of samples. The BPA calls will be processed as fixed Price Contracts. No funding will be obligated for BPA. All charges will be processed through obligations on BPA calls, and they will be fixed price contracts. Work shall be performed IAW attached SOW.
This acquisition is a total small business set-aside. The NAICS code is 541380. The size standard is $19.5 million.
A vendor must be registered at https://sam.gov/SAM/ to be awarded the contract.
All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be emailed to brian_baker@ios.doi.gov.
