About this opportunity
The General Services Administration (GSA) is soliciting quotations on behalf of the U.S. Office of Personnel Management (OPM) to provide and maintain 23 Plain Old Telephone Service (POTS) lines at facilities in Boyers and East Butler, Pennsylvania. The contractor must be an Incumbent Local Exchange Carrier (ILEC) with direct ownership of telecommunications facilities to support OPM's fax machine communications and business operations with customers and partner agencies. Offerors must submit a two-volume quote including pricing details and technical capabilities, along with three past performance references from similar work completed within the past five years. The award will be made using a Lowest Priced Technically Acceptable (LPTA) methodology, where price is the primary evaluation factor while technical and past performance considerations are weighted less heavily. Technical questions must be submitted by 11:00 am Eastern Time on November 17, 2025, and quotations are due by 11:00 am Eastern Time on November 20, 2025, to Contracting Officer Tyrone Dallas at tyrone.dallas@gsa.gov.
This solicitation carries no set-aside designation and represents a re-procurement of services previously held by CenturyLink Communications, LLC under Contract Number 24322622P0008. The contract will be structured as a five-year period consisting of a one-year base period with four one-year option periods, with an anticipated performance start date of November 25, 2025, and completion date of November 24, 2030. The specific locations requiring service are 1137 Branchton Road in Boyers, Pennsylvania (requiring 21 POTS lines within an Iron Mountain underground facility) and 500 Grant Avenue in East Butler, Pennsylvania (requiring 2 POTS lines within a building). GSA is not utilizing the EIS-GSA Prime Voice Contract for this procurement due to the small contract size and the secure nature of the Iron Mountain facility, which necessitates use of existing infrastructure. The solicitation is unrestricted and uses NAICS Code 517111 (Wired Telecommunications Carriers) with a 1,500-employee size standard.
