Key contractor requirements include preparing meals in a licensed kitchen, ensuring food safety training for staff, submitting weekly menu plans for government approval, delivering meals in temperature-controlled vehicles, and complying with facility security protocols including background checks for delivery personnel. The Statement of Work indicates that the government will evaluate contractors based on their capability to meet nutritional standards, maintain food safety compliance, accommodate dietary accommodations, and ensure reliable delivery and facility security compliance. The pre-solicitation notice was posted on November 7, 2025, with a deadline of November 11, 2025, for companies to submit capability statements along with company information including business size and UEI number.

This procurement carries no set-aside designation, and no current contractor information is identified in the notice. The contract period is three months with potential extension options, with monthly payment upon invoice verification. The specific meal volume totals 210 boxed meals daily (70 meals × 3 daily service times), representing approximately 19,110 meals over the initial three-month performance period. While no explicit award value or budget range is disclosed in the pre-solicitation materials, interested contractors should be prepared to demonstrate capacity for consistent daily meal production and delivery operations at scale. Interested firms must submit capability statements to be considered for the formal solicitation that will follow this pre-solicitation phase.
