About this opportunity
The Department of State Office of Acquisition Management is conducting market research pursuant to FAR Part 10 to identify qualified HUBZone, WOSB, SDVOSB, and small businesses capable of operating, maintaining, and sustaining the Boundaries and Sovereignty Encyclopedia (BASE), with RFI responses due by July 22, 2026 at 12:00 noon EST. This is a pre-solicitation notice only; no contract award will be made based on RFI submission, and the Government will not pay for responses.
BASE is the U.S. Government's official repository on international land boundaries, disputed territories, and sovereignty issues. The contractor will operate and support BASE at vendor facilities for a base period of one year plus four option years. Technical requirements include AWS GovCloud (US) hosting, compliance with Department of State Authority to Operate and security standards, 99% monthly system uptime, role-based access controls, NIST SP 800-53 compliance, and CUI handling protocols. Services include software maintenance, security testing and patching, helpdesk support, staff training, data ETL tasks up to twice annually, monthly reporting on site use and security issues, and feature enhancements coordinated with INR/GGI.
RFI responses must not exceed ten pages (Times New Roman 12 point), submitted as PDFs via email to Nicolas Wilhelm (Contracting Officer), James Tyson, and Annie Harlow. Responses should address corporate experience with BASE-related Federal projects, required functionality for geospatial mapping and boundary analysis, open-source and geospatial data implementation experience, security and FedRAMP status, and rough order of magnitude cost estimates for approximately 100 enterprise-wide users. Submission of comments on the draft Statement of Work is optional. NAICS 541511 (Custom Computer Programming Services) and 519290, 518210, 541360 apply.
