The Department of the Interior US Geological Survey Office of Acquisitions and Grants seeks replacement of HVAC systems at the Boulder Magnetic Observatory in Boulder, Colorado, with quotations due September 1, 2026 at 12:00 PM MDT. This procurement is a Total Small Business Set-Aside under NAICS 238220 with a size standard of $19 million. Questions are due August 25, 2026, and a mandatory site visit is scheduled for August 19, 2026 at 11:00 AM MDT.
Place of performance is the Boulder Magnetic Observatory in Longmont, Colorado. The work spans three buildings: replacement of heat pump split systems in the Office Building (24,000 BTU cooling and heating capacity, 208/230 volts single phase, minimum 15 SEER 2 efficiency) and the Coil Building (identical capacity and voltage specifications, minimum 13.4 SEER 2 efficiency), and relocation of the Coil Control Building mini-split condenser to a new concrete pad with 60 feet of underground ductwork routing to the Coil Building. All systems must maintain 71°F±4°F and provide quiet or reduced noise operation from sunset to sunrise. Performance period runs September 15 through December 14, 2026, with work to be completed within 30 days of Notice to Proceed during normal business hours (8 AM–5 PM, Monday–Friday). The contractor must maintain a current Colorado contractor license, comply with local mechanical and electrical codes, and observe strict ferrous material protocols in the magnetic exclusion zone. Site-specific deliverables include maintenance data, training manuals, and manufacturer warranties. Minimum liability insurance is $250,000 per person, $500,000 per occurrence, and $250,000 property damage. Performance and payment bonds are due within 10 days of award. Award will be made to the responsible offeror whose proposal is technically acceptable and offers the lowest evaluated price under an LPTA basis.
