About this opportunity
The Department of the Interior National Park Service Northeast Region is seeking maritime services for Boston National Historical Park's historic assets located within the Charlestown Navy Yard, including the USS Cassin Young, a historic caisson at Pier 2, a modern barge at Pier 1, and waterfront areas adjacent to USS Constitution. The services to be procured include a coordinated suite of maritime operations encompassing vessel mooring and line handling, underwater inspection and hull cleaning, fuel tank cleaning and gas-free certification, marine debris removal, and repair of public access systems. The base contract line item (CLIN 010) requires six scheduled mooring line inspections and adjustments annually on an every-other-month basis, plus two pre-storm service visits with 48-hour notice, with all work to be performed Monday through Friday from 7:00 a.m. to 4:30 p.m. The contractor must furnish all labor, equipment, materials, transportation, and disposal services while maintaining compliance with applicable federal, state, and local regulations. The deadline for responding to this Sources Sought notice is April 10, 2026, at 3:00 p.m. EDT, with submissions limited to two pages and directed to Samuel McKenzie at Samuel_McKenzie@ios.doi.gov.
This pre-solicitation notice involves no set-aside designations, though the government is seeking to determine if the requirement qualifies for small business or socioeconomic program set-asides including 8(a), HUBZone, Women-Owned Small Business, Economically Disadvantaged Women-Owned Small Business, or Service-Disabled Veteran-Owned Small Business programs. No incumbent contractor or current contract holder is identified in the notice. The contract will be structured as Firm Fixed Price under NAICS Code 488390 (Other Support Activities for Water Transportation) with a small business size standard of $47,000,000 and Product and Service Code J020. Four optional CLINs are included in the contract: underwater hull cleaning and inspection, confined-space fuel tank cleaning and gas-free certification, removal and off-site disposal of abandoned marine materials including four camels and two dock sections, and targeted ultrasonic thickness testing with up to 100 readings on the USS Cassin Young hull. No specific award value or budget range is disclosed in the pre-solicitation notice, and prior government contract work is not required to submit a Sources Sought response.
