About this opportunity

The National Park Service seeks design, installation, testing, operation, and removal of a professional image projection system for the Bunker Hill Monument in Charlestown, Massachusetts, with quotes due May 22 by 5:00 PM ET. This is a 100% small business set-aside. The contract is a firm fixed price engagement under NAICS 711190 (Other Performing Arts Companies).

Performance runs June 10–18, 2026. The scope includes one equipment test and burn-in session on June 10, five consecutive projection nights from June 13–17 (9:00 PM–11:30 PM each evening), and demobilization on June 18. The contractor must project historically themed static images onto the 221-foot monument exterior with sharp, professional quality at approximately 300 feet throw distance and approximately 150 feet projected image height. Equipment must fit through a 30-inch by 36-inch rooftop hatch access opening.

The contractor must furnish all personnel, labor, equipment, materials, cabling, power management, permits, insurance, and weather contingency. The NPS provides only a single 20-amp, 120-volt AC outlet approximately 50 feet from the projector position; supplemental power must be supplied by the contractor at no additional cost. The projection system must include precise beam control (barn doors, masking, gobos, shutters) to prevent light spillage onto neighboring residential properties and prevent upward-facing projection in compliance with FAA aviation regulations. All electrical systems must comply with NFPA 70 and local electrical codes.

Quotes must include technical specifications, equipment dimensional drawings, three comparable past performance references from projects completed within the last three years, a weather contingency plan, required digital image file format specifications, and a firm fixed price. Evaluation applies a best value methodology with technical approach as the primary factor, followed by past performance and price. Place of performance is Charlestown, Massachusetts. A mandatory site visit is scheduled for May 15 at 1:00 PM ET at the Bunker Hill Museum. Service Contract Labor Standards apply under wage determination 2015-4047. All offerors must maintain active small business registration in SAM.gov at submission, award, and throughout performance.
