Contract Type: Firm Fixed Price (FFP)

NAICS Code: 711190 – Other Performing Arts Companies

SECTION 1 – BACKGROUND AND PURPOSE

1.1 Background

The Bunker Hill Monument, located in Charlestown, Massachusetts, is a unit of Boston National Historical Park (BOST) administered by the National Park Service (NPS), U.S. Department of the Interior. The monument commemorates the Battle of Bunker Hill, fought on June 17, 1775, one of the first major engagements of the American Revolutionary War. The 221-foot granite obelisk tapers from a 30-foot square base to a 15-foot square pyramidion at its apex and is listed on the National Register of Historic Places.

1.2 Purpose

In recognition of the anniversary of both the Battle of Bunker Hill (June 17, 1775) and the 250th of the Declaration of Independence (July 4, 1776), Boston National Historical Park (BOST) is soliciting quotes from qualified vendors to provide a professional image projection service. This service will project approved static images — consisting primarily of historically themed text and quotations — onto the exterior face of the Bunker Hill Monument on the evenings of June 13 through June 17, 2026.

Projection equipment will be positioned on the rooftop of the Bunker Hill Museum, located at 43 Monument Square, Charlestown, Massachusetts, approximately 300 feet from the monument face. This service will serve as a centerpiece of the park's America250 commemorative programming and is expected to attract significant public and media attention. The Contractor must be capable of delivering a high-quality, visually sharp, professional-grade image projection while ensuring full protection of the historic fabric of the monument and compliance with all applicable NPS and DOI standards.

SECTION 2 – SCOPE OF WORK

2.1 General Requirements

The Contractor shall furnish all personnel, labor, equipment, materials, transportation, and technical expertise necessary to design, install, test, operate, and remove a monument image projection system at the Bunker Hill Monument. Work shall be performed in strict accordance with this Scope of Work, applicable NPS policies, and all federal, state, and local regulations.

2.2 Projection System Requirements

The NPS has established the following mandatory technical requirements for the projection system. All equipment and services shall be furnished exclusively by the Contractor. The NPS will provide only the items explicitly stated in Section 2.9 (Government-Furnished Property and Access). Offerors shall demonstrate in their quote submission how their proposed system meets each requirement below.

• All projection equipment shall be Underwriters Laboratories (UL) Listed and rated for outdoor use in potentially inclement weather conditions. The NPS assumes no responsibility for damage to Contractor equipment under any circumstance, including damage resulting from weather events.

• Projection equipment shall be capable of producing sharp, clear, and professional-quality static images on the surface of the Bunker Hill Monument at a throw distance of approximately 300 feet from the rooftop of the Bunker Hill Museum (43 Monument Square) to the monument face.

• The projected image shall be approximately 150 feet in height as displayed on the monument surface. The centering and relative vertical and horizontal positioning of the projected image on the monument shall be subject to the review and approval of the Contracting Officer's Representative (COR) prior to the commencement of any projection operations. For reference, the monument has a 30-foot square base tapering to a 15-foot square pyramidion at its 221-foot apex; Contractors should account for this tapering geometry when designing and positioning the projected image. The estimated distance from the set-up location (museum roof) to the monument is roughly 312 ft.

• Projection shall be precisely aimed and optically controlled to prevent any light spillage onto neighboring residential properties. The use of barn doors, masking, shutters, gobos, or other beam-control accessories is required to ensure the projection footprint is confined exclusively to the surface of the Bunker Hill Monument.

• The Contractor's projection system shall be designed and aimed to prevent any upward light throw that could create a hazard to aviation, in compliance with applicable FAA and local airspace regulations. No upward-facing or upward-scattering projection is permitted.

• All electrical systems, connections, and cabling used in the performance of this contract shall comply with applicable NFPA 70 (National Electrical Code) requirements and all applicable local electrical codes.

• The NPS-provided power source is a single 20-amp, 120-volt AC outlet located on the museum rooftop, approximately 50 feet from the anticipated projector position. The Contractor shall supply all necessary weatherproof extension cabling and power management equipment to connect from this outlet to the projector location. If the NPS-provided 20-amp circuit is insufficient for the Contractor's proposed equipment, the Contractor shall be responsible for providing all supplemental power at no additional cost to the Government (see Section 2.9).

• Rooftop access to the Bunker Hill Museum is through a hatch measuring 30 inches wide by 36 inches in length. An access ladder partially obstructs this opening. All Contractor equipment must be sized and designed to fit through the usable clear opening of this hatch after accounting for the ladder obstruction. The Contractor is responsible for confirming equipment dimensions against this access constraint prior to the pre-performance site survey and prior to mobilization.

Offerors shall include complete equipment specifications, equipment dimensional drawings, a technical narrative, and a scaled projection diagram as part of their quote submission.

2.3 Content and Image Requirements

The NPS will supply the Contractor with all images for projection in digital format. Final image content has not been fully determined at the time of this solicitation, but images will consist primarily of historical text — likely rendered in a period-appropriate historical font — highlighting quotations from the Revolutionary War era. All images will be projected in white light onto the monument surface.

The Contractor shall advise the NPS, as part of their quote submission, of the required digital file format(s) for projection content (e.g., resolution, file type, color profile). The NPS will provide final image files in the Contractor's specified format no later than fourteen (10) calendar days prior to the first projection night.

The final decision on whether projected images will (a) remain as a single static display per evening, changed each night, or (b) scroll or fade through multiple images in a timed cycle over the course of each evening has not yet been made. The Contractor's projection software and equipment shall be fully capable of executing either approach. The Contractor shall confirm this capability in their quote submission, and the NPS will provide final direction on the display format prior to the pre-performance burn-in test on June 10, 2026.

The Contractor shall retain the on-site capability to modify or update projected image content between nights if directed by the COR, at no additional cost to the Government.

2.4 Pre-Performance Equipment Test and Burn-In

The Contractor shall conduct a full on-site equipment test and image burn-in session on Wednesday, June 10, 2026. The purpose of this session is to:

• Verify proper function of all projection equipment in the actual operating environment

• Confirm adequate image brightness, sharpness, and quality at the 300-foot throw distance

• Test and finalize image positioning on the monument surface, achieving approximately

150 feet of image height

• Obtain COR approval of image position, centering, and alignment prior to the first projection night

• Identify and resolve any technical issues, power compatibility concerns, or equipment fit/access problems

The burn-in session shall be conducted during the same evening hours as regular projection operations (9:00 PM – 11:30 PM) to replicate ambient nighttime conditions. The Contractor shall coordinate all details of the June 10 access and test session with the COR in advance. Any issues identified during the burn-in that require equipment modification, repositioning, or replacement shall be resolved by the Contractor prior to June 13 at no additional cost to the Government.

The Contractor shall ensure the projection system is fully tested, aligned, and COR-approved prior to 9:00 PM each evening. All equipment setup and pre-operational checks shall be completed during daylight or early evening hours coordinated with the COR; the Contractor shall not occupy the museum rooftop in a manner that disrupts park operations or public access.

In the event the COR directs suspension of projection operations due to severe inclement weather or other safety conditions, projection for that evening shall be postponed and resumed the following evening within the same 9:00 PM – 11:30 PM window. All scheduling adjustments, reprogramming, and coordination required to accommodate a postponement shall be at the sole expense of the Contractor and shall be accounted for within the Contractor's firm fixed price.

The NPS will not issue a contract modification or additional compensation for weather-related postponements.

2.6 Site Preparation and Access

• Projection equipment shall be positioned on the rooftop of the Bunker Hill Museum, 43

Monument Square, Charlestown, MA 02129. The NPS will provide the Contractor monitored access to the rooftop for the purposes of equipment installation, testing, nightly operation, and removal. Access is contingent upon Contractor compliance with all NPS safety and conduct requirements.

• Rooftop access is through a hatch measuring 30 inches wide by 36 inches in length. An access ladder partially obstructs this hatch opening. All Contractor equipment must be designed or configured to fit through the usable clear portion of this hatch after accounting for the ladder. The Contractor is solely responsible for confirming equipment compatibility with this access constraint and NPS bears no responsibility for equipment that cannot be moved through the hatch.

• The utility space below the rooftop, accessible via the roof hatch, may be made available for the Contractor's use for staging or storing equipment and materials, subject to COR authorization and availability. The Contractor shall coordinate any use of this space with the COR in advance.

• Prior to any equipment placement, the Contractor shall conduct a pre-performance site survey with the COR to confirm sightlines, power access, equipment positioning, and rooftop access constraints. This survey should take place well in advance of the June 10 burn-in date.

• The Contractor shall take all reasonable precautions to protect the museum rooftop surface from damage due to equipment weight, movement, or abrasion. Equipment shall be placed on appropriate padding, load distribution boards, or protective matting as necessary.

• No equipment shall be affixed, bolted, anchored, or otherwise attached to any surface of the museum rooftop, parapet, or any other historic structure without written authorization from the Superintendent.

• All cabling runs on the rooftop shall be routed and secured in a manner that does not create trip hazards and does not damage any building surfaces. Cable routing plans shall be approved by the COR prior to installation.

2.7 On-Site Personnel Requirements

The Contractor shall provide qualified on-site staff each evening (June 10 burn-in and June 13– 17 projection nights) to ensure proper system operation and to address any issues that arise during the projection period. Specifically:

• A qualified projection technician shall be present on-site at the start of each evening's operations to verify that equipment is functioning correctly, images are projecting clearly and at the approved position, and that all systems are operating within safe parameters prior to or at the 9:00 PM start time.

• The on-site technician is not required to remain at the projection site for the full duration of each evening's projection period, provided the equipment is confirmed to be functioning correctly and projecting the approved content. However, the technician shall remain accessible by phone or on-site throughout the 9:00 PM – 11:30 PM window and shall be able to return to the site promptly if directed by the COR.

• The on-site technician shall be responsible for monitoring and responding to any weather changes, equipment malfunctions, or COR-directed adjustments during the projection period, including adjusting or shutting down equipment in adverse weather conditions.

• The Contractor shall designate a single Project Manager (PM) as the primary point of contact for all coordination with the NPS COR. The PM or a qualified designee shall be reachable at all times during the period of performance.

• All Contractor personnel on-site shall display visible company identification and shall comply with NPS visitor conduct regulations, park rules, and any site-specific safety briefings provided by the COR.

2.8 Weather Contingency and Equipment Protection

• The Contractor shall provide a written weather contingency plan as part of their quote submission. The plan shall address the procedures the Contractor will follow in the event of rain, high winds, lightning, or other adverse conditions, including thresholds at which projection will be suspended or equipment secured.

• In the event of severe inclement weather, the COR may direct the Contractor to deactivate projection equipment for the safety of personnel and equipment. When such a directive is issued, operations for that evening shall be suspended and resumed the following evening within the standard 9:00 PM – 11:30 PM window. All costs associated with postponement, rescheduling, reprogramming, and adjustment of operations shall be borne entirely by the Contractor and shall be included within the firm fixed price.

• The NPS shall bear no responsibility for damage to Contractor equipment resulting from weather events or any other cause. All projection and support equipment shall be rated for outdoor use in potentially inclement weather conditions. The Contractor assumes all risk of equipment damage throughout the period of performance.

• If conditions require equipment to be secured mid-operation, the Contractor shall follow an approved shutdown procedure to protect equipment and ensure safe egress from the rooftop.

2.9 Government-Furnished Property and Access

The NPS shall provide the following to the Contractor at no cost, which represents the full extent of Government-furnished support for this contract:

• Monitored access to the rooftop of the Bunker Hill Museum, 43 Monument Square, Charlestown, MA 02129, during approved setup, test, operational, and demobilization periods.
