About this opportunity
The Department of the Interior Bureau of Reclamation seeks commercial diver training services through a small-business-set-aside IDIQ contract, with quotations due June 30, 2026 at 2:00 p.m. PDT (extended from June 23 via Amendment 0002). The contract carries a five-year ordering period, an estimated award date of October 1, 2026, and a cumulative maximum value of $325,000 across all task orders.
The IDIQ structure includes seven contract line item numbers with CLIN 00010 (Seed Task Order for Training Program Development) set at a minimum of $2,500, and CLINs 00020–00070 at $0 minimum. Work will be performed at Bureau of Reclamation facilities in Boulder City, Nevada and Boise, Idaho, though contractors may propose alternate locations. Jennifer Garcia, Contracting Officer at jennifermarie_garcia@ios.doi.gov, administers the contract.
The Seed Task Order requires development of three OSHA CFR 1910 Subpart T–compliant courses—Inspection Diver (entry-level), Working Diver (advanced), and Dive Supervisor (senior)—within 180 calendar days of award. Training must address altitude diving up to 10,000 feet elevation, cold water/drysuit diving, surface-supplied air and SCUBA operations with full face masks, low/zero visibility diving, lift bag operations, and underwater tool use across Reclamation's 17-state inspection mission encompassing approximately 30 dam, 13 bridge, and additional pumping plant inspections annually. Classroom instruction, deliverable via distance learning with CLEP test-out options, targets 20-student cohorts at 1:20 instructor-to-student ratio; hands-on training operates at 1:5 ratio in one continuous evolution. Instructors must meet Association of Commercial Diving Educators (ACDE) 01-2015 standards with minimum two years full-time commercial diving experience or equivalent US Army/Navy diver certification, plus current First Aid, CPR, and Emergency Oxygen Provider certifications.
Quoters must submit technical capability responses addressing OSHA 1910 Subpart T understanding, classroom and hands-on delivery approaches, and instructor qualifications; past performance data from the last three years; and fully burdened pricing per-class and per-student basis with 120-day validity. Evaluation criteria are technical capability, past performance, and price for best-value determination. The Government guarantees minimum payment for five students per scheduled class event. No discussions are anticipated. NAICS 611519, Other Technical and Trade Schools; PSC U099, Education/Training–Other.
