About this file

This is a Performance Work Statement (PWS) for Dive Training Development under contract number 140R3026Q0064 for the U.S. Department of Interior, Bureau of Reclamation.

The contractor shall develop a comprehensive dive training program compliant with OSHA CFR 1910 Subpart T for Commercial Diving Operations, tailored to Reclamation's underwater inspection tasks in the Western United States. Three courses are required: (1) Inspection Diver—an entry-level course covering SCUBA and surface-supplied diving in reservoirs and rivers, including camera and documentation techniques; (2) Working Diver—an advanced course for light Operations and Maintenance activities involving electric, pneumatic, and hydraulic tools, lift bags up to 500 lbs, and valve/bulkhead installation; and (3) Dive Supervisor—a senior-level course qualifying divers as Designated Person-In-Charge for diving operations. Training shall combine classroom instruction with in-water field exercises designed to competency standards rather than prescribed hours. Maximum class size is 20 divers; minimum class size to be determined by contractor. Trainees must hold at least open-water recreational diving certification (PADI or NAUI). Classroom instruction should be delivered primarily through distance learning with options for students to test out via CLEP or equivalent assessments. Training must address specific Reclamation diving tasks including altitude diving (up to 10,000 feet elevation), cold water/drysuit diving, differential pressure exposure, low/zero visibility diving, lift bag operations, photography/video equipment, both SCUBA and surface-supplied air equipment operations, and tool usage. Training development shall be completed within 180 days of task order award. Instructors must meet ACDE 01-2015 standards with minimum two years full-time commercial diving experience and current first aid/CPR certifications. Student-to-instructor ratios are 1:20 for classroom and 1:5 for hands-on training. Required submittals include a Dive Safe Practices Manual, Dive Hazard Analysis, Job Hazard Analysis, baseline schedule, personnel list, the complete training program, course materials in PDF format, and course schedule with training objectives. All work must comply with OSHA, Reclamation Safety and Health Standards (RSHS), and Hazardous Energy Control Program (HECP) requirements.

PERFORMANCE WORK STATEMENT

DIVE TRAINING DEVELOPMENT

1 GENERAL

1.01 BACKGROUND

A. The Department of Interior, Bureau of Reclamation (Reclamation), has a need for commercial dive training services for Reclamation divers who conduct underwater inspection services. The services are in support of Reclamation’s mission to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public. Reclamation underwater inspections are traditionally performed by Reclamation Engineer Divers with extensive knowledge of these facilities.

These inspections are performed at various locations throughout the Western United States with reservoir elevations up to 10,000 feet above sea level. The inspections are located across the 17 western states and often in remote locations. The data collection will occur in a variety of underwater conditions, including but not limited to, flow, turbidity and temperature.

Additionally, Reclamation divers may be called on for light Operations and Maintenance (O&M) activities. Installation of bulkheads, drilling anchors into concrete, replacing flapper valves on flange connections and other such activities.

Reclamation intends to have training developed for Reclamation divers to meet Occupational Safety and Health Administration (OSHA) standards for commercial divers in an agency specific dive training program.

1.02 LOCATION

A. Training development only.

1.03 SCOPE

A. The contractor shall develop a training program to meet the requirements of OSHA CFR 1910 Subpart T, Commercial Diving Operations. The Government’s intent is to develop a training program that focuses on the diving tasks applicable to Reclamation’s underwater inspections. The training shall consist of a combination of classroom instruction and field/in-water exercises designed to train to competency standards rather than a prescribed number of hours. General Reclamation underwater task list in Section 3 of this Performance Work Statement (PWS). At the end of the training, it is the Government’s intent for the divers to be given a certificate as Reclamation Divers. Underwater inspection techniques and procedures will be trained through other means. CPR, First Aid, AED, and Emergency oxygen provided to be trained through other means.

Reclamation does not intend for the Engineer Divers to obtain an Association of Diving Contractors International (ADCI) Commercial Diver Card at the end of this training.

1. Contractor-developed training shall cover all explicit and implied tasks required to meet the training requirements in CFR 1910 Subpart T. Reclamation diving tasks in 3.01 are the focus of the training.

a. Three courses of training are desired.

(i) Inspection Diver: Entry level course to Reclamation’s diving program.

Focused on tasks required to perform Self-Contained Underwater Breathing Apparatus (SCUBA) and surface supplied diving in reservoirs, rivers, and powerplant water features. Includes the use of cameras and rulers for documenting inspection.

(ii) Working Diver: Advanced level course for Reclamation Inspection Divers to perform light O&M activities. Tasks include the use of electric, pneumatic, and hydraulic hand tools mainly for drilling into concrete and installing valves and bulkheads. The use of lift bags up to 500 lbs.

(iii)Dive Supervisor: Senior level course for Reclamation Divers to meet the requirements of Designated Person-In-Charge for diving operations. This course may be caught concurrently with either the Inspection Diver Course or the Working Diver course.

2. Training audience will generally be Reclamation Engineers and engineering technicians with a good understanding of math and physics. Reclamation Diver is a collateral duty, and Reclamation is looking for as much flexibility as possible in the training schedule.

a. Maximum class size to be 20 divers. Contractor to determine the minimum class size.

b. Reclamation Diver that completes this training will have at least and open water certification from a recreational diving agency, I.E. Professional Association of Diving Instructors (PADI) or National Association of Underwater Instructors (NAUI).

c. To the greatest extent possible classroom portions of the training should be delivered in a distance learning format and provide the ability for students to test out of classroom training through College-Level Examination Program (CLEP) or equivalent assessment methods, while still receiving credit.

d. Reclamation Engineer Diver is a collateral duty so as much flexibility as is practical in the delivery of the training is desired.
