About this opportunity

The Department of the Interior Bureau of Land Management National Office intends to solicit a Blanket Purchase Agreement for boothless audiometers with integrated hearing protection fit-testing capability, with sources sought responses due July 10, 2026.

The procurement supports DOI's occupational hearing conservation program, enabling trained staff to independently administer audiometric testing compliant with 29 CFR 1910.95. Equipment will be available for use across all DOI agencies. The estimated initial order is 15–20 units annually, with options for additional quantities under FAR 52.217-7.

Equipment must feature fully automated, tablet-based software requiring no manual administrator input for frequency selection, intensity adjustments, or threshold-seeking sequences, and must not require test administrators to hold Certified Occupational Hearing Conservationist credentials. Units must comply with OSHA regulations (29 CFR 1910.95, Appendix C) and ANSI S3.6 standards for pure-tone audiometry, and must perform both occupational audiograms and hearing protection fit testing in compliance with ANSI S12.71. Earcups must provide at least 30 dB passive attenuation across all frequencies (250–8000 Hz) as measured by independent laboratory, enabling field testing outside sound booths. Equipment must be portable, hand-carriable, and require no internet or power connectivity during testing.

Deliverables include customized shipping cases, power adapters, and all necessary field accessories. Software must export data in Microsoft-compatible formats (Excel or CSV) with secure transfer capability to DOI computers. Annual software updates and calibration services are included.
