About this file
This is a Statement of Need for the Department of the Interior establishing requirements for a Blanket Purchase Agreement (BPA) procurement of boothless audiometer units with integrated hearing protection fit-testing capability. The estimated purchase volume is 10–20 units per year with optional additional quantities available under FAR 52.217-7. The equipment will be available for use by all DOI agencies to enable trained DOI staff to independently administer occupational audiometric testing in compliance with 29 CFR 1910.95.
The audiometers must feature fully automated, tablet-based software that requires no manual administrator input for frequency selection, intensity adjustments, or threshold-seeking sequences, and must not require test administrators to hold a Certified Occupational Hearing Conservationist credential. Units must comply with OSHA regulations (29 CFR 1910.95, Appendix C) and ANSI S3.6 standards for pure-tone audiometry, and must perform both occupational audiograms and hearing protection fit testing in compliance with ANSI S12.71. The earcups must provide at least 30 dB passive attenuation across all frequencies (250–8000 Hz) as measured by an independent laboratory to enable field testing outside sound booths. Equipment must be portable and hand-carriable with no requirement for internet or power connectivity during testing. Units must include customized shipping cases, power adapters, and all necessary field accessories, and software must export data in Microsoft-compatible formats (Excel or CSV) with secure transfer capability to DOI computers. Annual software updates must be included with annual calibration services. The initial order quantity is 15–20 units with optional additional quantities exercised per FAR 52.217-7.

Statement of Need Department of the Interior (DOI) Boothless Audiogram Units with Fit-Testing Capability
DOI requires the procurement of boothless audiometers with integrated hearing protection fit-testing capability. The purpose is to give trained DOI staff the ability to independently administer audiometric testing IAW 29 CFR 1910.95 for employees on the hearing conservation program. The estimated purchase quantity is 10–20 units per year with the option to order additional qualities per FAR 52.217-7. This Blanket Purchase Agreement (BPA) will be for use by all DOI agencies.
Minimum Technical Requirements:
1) Software and User Interface
• This procurement is for audiometric testing equipment only. It does not include services associated with conducting audiograms, such as an audiology technician.
• Audiometers must include a tablet-based interface with software that automates the audiometric testing process. The system must generate and present all required test-tone stimuli—including frequency selection, intensity level adjustments, and threshold-seeking sequences—without relying on manual input from the administrator. The software must conduct the complete audiogram, provide test results, and automatically identify potential hearing loss, enabling testing to be performed by a local employee rather than a trained audiology technician.
• The system must not require the test administrator to hold a Certified Occupational Hearing Conservationist (COHC) credential or any similar certification.
• Annual software updates must be included with the annual calibration service.
2) Regulatory Compliance
• Units must comply with OSHA 29 CFR 1910.95, Appendix C requirements for occupational audiometric testing.
• Units must meet the performance standards specified in ANSI S3.6 for pure-tone audiometry.
3) Functional Capabilities
• Units must be capable of performing both occupational audiograms and hearing protection fit testing. This is to align with new OSHA guidance for evaluating the adequacy of hearing protection, set in Safety and Health Information Bulletin 02-17-2026, Hearing Protector Fit Testing: Ensuring Appropriate Noise Protection at Work. The unit must quantitatively evaluate hearing protection fit and provide a personal attenuation rating (PAR).
• Hearing protection fit-testing functionality must comply with ANSI S12.71.
• Because audiograms will be conducted in a field environment rather than inside an audiometric testing sound booth, the earcups must have passive attenuation of at least 30 dB at all frequencies (250-8000 Hz), as measured by an independent laboratory.
4) Portability and Accessories
• Due to the need to conduct audiograms in remote locations and limitations in Wi- Fi/cellular network coverage, internet and power must not be required to conduct an audiogram.
• Units must be portable and hand-carriable.
• Units must include a customized shipping case, power adapter, and all accessories required for full operation in a field setting.
5) Data Management
• Software must be capable of exporting data in Microsoft-compatible formats, including Excel or CSV.
• Units must be able to transfer data securely to DOI computers.
6) Purchase Scope
• Initial quantity: 15–20 units
• Optional quantities: Additional units exercised in accordance with FAR 52.217-7
