About this opportunity

The Defense Logistics Agency Land and Maritime is conducting a pre-solicitation notice for boom and crane equipment under NSN 3830-01-584-7744, falling under the Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing NAICS code 333924. The agency is seeking potential sources that can manufacture these items, as the current approved source is OSHKOSH DEFENSE LLC. The procurement is designated with acquisition method code "3" indicating items must be procured from the actual manufacturer or vendor, and acquisition method supply code "D" indicating competitive data is not physically available or economically obtainable. Companies wishing to be reviewed and qualified as approved sources must submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program, demonstrating their ability to manufacture products equal to or better than the original equipment manufacturer. The response deadline for providing source information is July 11, 2025, with Contract Specialist Paul Kelley serving as the point of contact.

This opportunity does not utilize any set-aside designations, making it available for full and open competition among qualified manufacturers. OSHKOSH DEFENSE LLC is currently the sole approved source and incumbent contractor for this NSN, as the government has determined it is not economically feasible to reverse engineer these items at this time. The procurement falls under the Truck and Tractor Attachments product service code 3830, indicating the specialized nature of the boom and crane equipment required. No specific award values, budget ranges, or quantities are disclosed in this pre-solicitation notice, as the primary purpose is to identify additional qualified sources before moving forward with the formal procurement process. The agency emphasizes that prospective contractors must provide comprehensive technical data in their SAR packages to demonstrate manufacturing competency and product quality equivalent to or exceeding current standards.
