About this opportunity

The Department of the Air Force, 772 Enterprise Sourcing Squadron, seeks a book and audiobook point plan subscription service to support sixty-three Air Force library locations, with proposals due September 21, 2026 and questions due September 11. This is a small business set-aside under NAICS 516210 with a size standard of $47 million, issued as a combined synopsis and Request for Quotation under FAR Part 12 commercial item procedures on a full and open competitive basis.

Place of performance is Fort Sam Houston, Texas. The contractor must provide a web-based multi-tier selection system with unique user logins enabling librarians at remote and isolated installations to access book and audiobook inventory data—including publication information, reviews, selection lists, release dates, publisher list prices, covers, and descriptions—covering over 19 million titles across all genres. The system must support global access for users in locations with limited or no internet connectivity. The contractor must be a current book wholesaler in the library marketplace capable of serving up to 115 libraries. Shipping uses U.S. Postal Service First Class and Priority Mail, UPS, FedEx Ground, or similar carriers to APO addresses in New York or San Francisco, with no international shipping required. Items received in error or unacceptable condition are replaced and reshipped at no cost without return.

The performance period is one twelve-month base period from September 30, 2026 through September 29, 2027. Offerors must submit two volumes: Volume 1 containing pricing (no page limit) and Volume 2 containing technical approach (not exceeding 10 pages). Amendment 1, issued September 16, revised the deadline to September 21 and added a requirement for offerors to provide trial account access allowing DAF library personnel to evaluate platform capability and library offerings. Award will be made using Lowest Price Technically Acceptable procedures to the responsible offeror. All offerors must be registered in SAM prior to award and maintain current registration throughout performance.
