The project encompasses the complete replacement of 162 trash racks with vinyl coating for Main Units 1 through 9, along with six trash racks for Main Unit 10 slot C and six for the Station Service Unit. Key contract requirements include excavation and dredging at the forebay to clear sediment and debris to specified structural profiles, disposal of excavated materials at an upland facility, removal and disposal of 203 existing trash racks, and provision of dive support services for debris removal during installation. The formal solicitation will be available for download on or about March 24, 2026, with bids due 30 days after advertisement. A pre-bid site visit will be scheduled with details posted in the formal solicitation, and interested parties should monitor for these announcements.

This procurement is designated as a Total Small Business set-aside, restricting eligibility to qualifying small business entities. The contract scope includes significant in-water work operations scheduled between November 15, 2027 and March 14, 2028, establishing a clearly defined performance window for the replacement activities. The project involves the removal of 168 Main Unit trash racks, 6 station service unit trash racks, 12 previously stored Main Unit trash racks, and 17 original spare Main Unit trash racks, representing substantial disposal requirements. While specific contract value information is not disclosed in this pre-solicitation notice, the complexity and scope of the work—encompassing fabrication, delivery, installation, dredging, disposal, and specialized diving support—indicate a significant federal contract opportunity. Interested small businesses should prepare for submission of bids following the formal solicitation release and should plan to attend the pre-bid site visit to assess project conditions and requirements.
