About this opportunity

The Naval Sea Systems Command (NUWCDIVNPT) is procuring firm fixed price undersea acoustic data collection, processing, and analysis services for a scheduled Government Fleet Exercise, with proposals due September 2. This is a sole source procurement; the Government does not intend to conduct competitive bidding but will accept capability statements from other responsible sources for consideration in determining future competitive procurement.

BBN's hardware is engineered to interface seamlessly with the Government's undersea fiber optic cable architecture, and BBN is executing concurrent activities at the designated exercise location. The Government determined that introducing a second contractor would create logistical interference, require duplicate mobilization and demobilization costs, and impose unacceptable schedule risks during a complex multi-asset naval exercise. The required rapid deployment timeline precludes any other vendor from meeting the requirement without schedule failure and exorbitant duplicative costs.

The contract runs for five years with a NAICS code of 541330 (Engineering Services) and PSC code R425 (Support—Professional: Engineering/Technical). The contract structure includes CLIN 0001 for base acoustic data collection and analysis services and CLIN 0002 as an option for final reporting per SOW task 4.3.7 (converted from base to optional by Amendment 0001 issued August 26). Contract data requirements include calibration records due 10 days prior to equipment installation, quick-look briefing due 7 days post-exercise, raw data package due 14 days post-exercise, and data analysis report due 45 days post-exercise; all deliverables must be submitted in PDF format with restricted distribution to DoD and DoD contractors.

Offerors must be registered in SAM, maintain an active CMMC Level 1 (Self) assessment score, and provide quotes electronically to Hannah Murphy at Hannah.l.murphy7.civ@us.navy.mil. Past performance information in the Supplier Performance Risk System may render a quote technically unacceptable.

Update #2 · Latest ·

Amendment 0001: The purpose of this amendment is to amend SOW task 4.3.7 from a base requirement to an
Option and incorporate option clause 52.217-9 Option to Extend the Term of the Contract.

NUWCDIVNPT requires procurement of Firm Fixed Priced (FFP), Bolt Beranek and Newman (BBN) Sole Source Services for undersea acoustic data collection, processing, and analysis during a scheduled Government Fleet Exercise in accordance with the Attached combined Solicitation/synopsis. Their specific hardware is already engineered to interface seamlessly with the Government’s undersea fiber optic cable architecture. In addition, BBN is executing concurrent activities on behalf of the Government at the designated exercise location. Introducing a second, separate contractor to perform this specific acoustic measurement task would cause logistical interference, require duplicate mobilization/demobilization costs, and create unacceptable schedule risks during a complex, multi-asset naval exercise. The required rapid deployment timeline precludes any other vendor from meeting the requirement without causing a schedule failure and exorbitant duplicative costs. As such, BBN is the only source capable of meeting the Government's requirements.

This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
