About this file
This is a Combined Synopsis/Solicitation and Amendment 0001 for a Request for Quotation (RFQ N66604-26-Q-0434) issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT). The Government intends to award a five-year, Firm Fixed Price (FFP) purchase order on a sole source basis to Bolt Beranek and Newman (BBN), Inc. (CAGE: 0XEB7) for Undersea Acoustic Data Collection and Analysis services. The NAICS code is 541330 (Engineering Services) with a small business size standard of $25.5M, and the PSC code is R425. Amendment 0001 converts SOW task 4.3.7 (Final Reporting) from a base requirement to an optional task and incorporates FAR clause 52.217-9 (Option to Extend the Term of the Contract). The contract structure includes CLIN 0001 for base Undersea Acoustic Data Collection and Analysis services covering SOW tasks 4.1.1, 4.1.2, 4.2.1, 4.2.2, 4.2.3, 4.2.4, 4.3.1, 4.3.2, 4.3.3, 4.3.4, 4.3.5, and 4.3.6 (Qty 1 Job); CLIN 0002 (OPTION) for Final Reporting per SOW task 4.3.7 (Qty 1 Job); and CLIN 0002 DATA for Contract Data Requirements List deliverables on a Not Separately Priced basis (Qty 1 Lot).
The solicitation is unrestricted and not a request for competitive quotes; however, all responsible sources may submit capability statements for the Government's consideration in determining future competitive procurement. Services are required during a scheduled Government Fleet Exercise and will leverage BBN's existing hardware integration with the Government's undersea fiber optic cable architecture. The sole source justification cites BBN's concurrent activities at the exercise location, seamless hardware integration, and the logistical interference and schedule risks that would result from introducing a second contractor. Quotes must be submitted electronically to Hannah Murphy at Hannah.l.murphy7.civ@us.navy.mil by the closing date specified in the SAM posting. Offerors must be registered in the System for Award Management (SAM) prior to award, maintain an active CMMC Level 1 (Self) assessment score within SPRS, and provide point of contact information, CAGE Code, and SAM Unique Entity ID. Electronic payment will be made via Wide Area Workflow (WAWF). The Government will evaluate past performance information from the Supplier Performance Risk System (SPRS), and quotes received after the closing date may be ineligible for award.

Amendment 0001: The purpose of this amendment is to amend SOW task 4.3.7 from a base requirement to an Option and incorporate option clause 52.217-9 Option to Extend the Term of the Contract.
N66604-26-Q-0434 Combined Synopsis/Solicitation
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-26Q- 0434.
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five year, Firm Fixed Price (FFP) purchase order to Bolt Beranek and Newman (BBN), Inc, (Cage: 0XEB7) on a sole source basis for Undersea Acoustic Data Collection and Analysis services in accordance with the Government Statement of Work
(SOW).
This requirement is solicited on an unrestricted basis as concurred with by NUWCDIVNPT’s Office of Small Business Programs. The North American Industry Classification Systems (NAICS) Code is541330, Engineering Services ; the Small Business Size Standard is $25.5MThe PSC code is R425.
NUWCDIVNPT requires procurement of Firm Fixed Priced (FFP), Bolt Beranek and Newman (BBN) Sole Source Services for undersea acoustic data collection, processing, and analysis during a scheduled Government Fleet Exercise in accordance with the Government SOW. Their specific hardware is already engineered to interface seamlessly with the Government’s undersea fiber optic cable architecture. In addition, BBN is executing concurrent activities on behalf of the Government at the designated exercise location. Introducing a second, separate contractor to perform this specific acoustic measurement task would cause logistical interference, require duplicate mobilization/demobilization costs, and create unacceptable schedule risks during a complex, multi-asset naval exercise. The required rapid deployment timeline precludes any other vendor from meeting the requirement without causing a schedule failure and exorbitant duplicative costs. As such, BBN is the only source capable of meeting the Government's requirements.
This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
