About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Drum is soliciting proposals for boiler water treatment chemicals through a competitive procurement process. The procurement encompasses three distinct chemical products with specific formulations and physical properties: an aqueous solution of alkali salts (3,150 lb/year), an aqueous dispersion (2,700 lb/year), and a mixture of inorganic salts (1,180 lb/year). Each product must meet precise technical specifications including defined pH levels, specific gravities, chemical compositions, and solubility requirements. The solicitation was posted on March 12, 2026, with a proposal due date of March 19, 2026, providing potential bidders with one week to submit their responses. The procurement is classified under NAICS code 333310 (Commercial and Service Industry Machinery Manufacturing) and PSC code 6810 (Chemicals).
This is a total small business set-aside contract, restricting competition to certified small business entities. The chemicals must be delivered in equal monthly installments over a 12-month performance period to Pine Bluff Arsenal in Arkansas. The total annual procurement volume is 7,030 pounds across all three chemical products, with no specific budget ceiling disclosed in the solicitation notice. While no incumbent contractor or previous award information is provided, the technical specifications indicate these are specialized chemical formulations likely used in boiler maintenance and corrosion prevention operations at the military facility. The relatively short timeframe between posting and deadline suggests this may be an urgent requirement or a renewal of an existing requirement.

Amended to change NAICS code. Boiler Water treatment chemicals to include:3150 lb/year of an Aqueous solution of alkali salts. solution must be a product that is a hazy liquid solution, appearing colorless to yellow and having a slight ammoniacal odor. This product must be an aqueous solution of alkali salts composed of 7-13% Sodium sulfite, 3-7% Sodium hydroxide, and 1-5% Diethyl ethanolamine. It should be highly corrosive and alkaline with a pH of 14, a specific gravity of 1.181, be soluble in water, and have a boiling point that exceeds 212 F (100 C). Product to be delivered in equal amounts over 12 months.2700 lb/year of an Aqueous dispersion. Solution must be a product which is a transparent, colorless, and odorless liquid with a consistency that is non-viscous to slightly viscous. It should be an aqueous dispersion that contains no substances considered to be hazardous at their given concentration. The desired characteristics include an alkaline pH of 11.4, a specific gravity of 1.192, and it must be completely soluble in water. Product to be delivered in equal amounts over 12 months.1180 lb/year of a mixture of Inorganic Salts. Solution must be a product that is a transparent liquid with a light orange to pink-purple color and a sulfurous odor. This product should be an aqueous solution of inorganic salts, specifically containing 15-40% Sodium bisulfite and 3-7% Sodium sulfite. It needs to have an acidic pH of 5.9, a specific gravity of 1.08, be completely soluble in water, and have an initial boiling point greater than 212 F (100 C). Product to be delivered in equal amounts over 12 months.
