About this opportunity

The Bureau of Ocean Energy Management is soliciting a total small business set-aside for MMA Alaska Data Management Support, with quotations due September 15, 2026 and questions due September 1, 2026. This is a one-year firm fixed-price Purchase Order for geoscience data management and interpretation services supporting offshore conventional energy operations.

Performance occurs at the MMA Alaska Facility in Anchorage, AK. The procurement requires two subject matter experts: a Geoscience Data Specialist and an Interpretation Geophysicist and Workflow Analyst, each budgeted for 1,940 hours over one year. Work scope includes organizing approximately 250 TB of existing data, developing data management workflows, creating documentation for Golden and working project workflows, and preparing datasets for publication and archival. Key deliverables span one year post-award, including bi-weekly progress reports, monthly data archive reconciliation reports, monthly workflow documentation, a Dataset Publication Prioritization Report (due day 270), a Conceptual Data Architecture Report (day 270), and an Archiving and Publication Report (day 330).

NAICS 541690 applies, with a $19 million size standard. Technical quotations are limited to 10 pages and must address capability to perform tasks using Kingdom, ArcGIS Pro, SLB Petrel, and SQL Server, and must demonstrate workflow optimization expertise. Quoters must provide resumes, past performance information on two recent relevant contracts, and supporting pricing documentation demonstrating competitive rates. For small business primes, past performance may be satisfied by proposed subcontractors or teaming partners with relevant contracts of similar size, scope, and complexity. No incumbent contractor exists for this new requirement.

Personnel must comply with security requirements including background investigations, DOI Access Cards, IT security training, and non-disclosure agreements. Award will be based on best value evaluation of technical capability, past performance, and price. Quoters must be registered in SAM. Amendment 0001, effective September 2, 2026, incorporates Questions and Responses into the solicitation; offerors must acknowledge receipt of all amendments.
