About this opportunity
The Bureau of Ocean Energy Management seeks geoscience data management and geophysical interpretation support services for its Alaska operations, with quotations due June 12, 2026, and questions closed as of June 2. This is a total small business set-aside, restricting competition to certified small businesses.
Place of performance is the BOEM Alaska Facility at 3801 CenterPoint Drive, Anchorage, AK 99503. The Project Manager and Alternate may work remotely and must be available 9:00 AM–4:00 PM AKST Monday–Friday; all other contractor personnel must perform in person at the facility. Period of performance is one year from award, expected in August or September 2026, with no transition period planned.
The requirement comprises two concurrent tasks: Task 1 involves geoscience data specialist services including data reconciliation, metadata development, data governance framework documentation, and quality control processes. Task 2 involves geophysical interpretation and workflow services including seismic data interpretation, Kingdom Data Management system development, and workflow documentation. BOEM estimates 1,940 hours each for a Geoscience Data Specialist and Interpretation Geophysicist and Workflow Analyst, though quoters may propose alternative staffing levels and labor mixes.
Key personnel must include a Project Manager (24 semester hours in mathematics or engineering with 15 or more years cost analysis experience), a Geoscience Data Specialist (bachelor's degree in geology, geophysics, or related field plus 20 additional semester hours in relevant sciences with senior-level experience in Kingdom, Petrel, and ArcGIS software), and an Interpretation Geophysicist and Workflow Analyst (similar educational background with emphasis on master interpretation workflow development). All contractor personnel must obtain Public Trust clearances and DOI access cards, complete required IT security training, and sign non-disclosure agreements. Performance, including subcontractor work, must occur within the continental United States. Small business subcontracting is permitted provided the prime contractor performs at least 50 percent of contract performance and does not pay more than 50 percent to non-similarly situated subcontractors.
Award is firm fixed-price based on competitive quotations. Payment is milestone-based across three deliverables: Dataset Publication Prioritization Report, Conceptual Data Architecture Report, and Archiving and Publication Report. All software licenses and hardware (Kingdom suite, ArcGIS Pro, SonarWiz, SLB Petrel, and Microsoft Office 365) will be provided by the government on an as-needed basis. The BOEM Azure environment is FedRAMP FISMA Moderate–compliant; data must remain within the government network and external AI services and data downloads are prohibited. Scripting preference is Python and SQL. Quotations must include completed SF-18 form with pricing supported by documentation demonstrating pricing is similar to or lower than offered to other federal agencies or industry partners. Technical quotation is limited to 10 pages (excluding resumes, past performance forms, cover pages, and assumptions or conditions), and quoters must submit two previous government contracts performed within the last three years demonstrating relevant experience. Quotations are requested for informational purposes only and do not constitute binding offers. The NAICS code is 541690, Other Scientific and Technical Consulting Services, with a $19 million size standard. Contracting Officer is Stephanie Brock (703-787-1151, stephanie_brock@ios.doi.gov).
