About this opportunity
The US Marshals Service Justice Prisoner Air Transportation System (JPATS) has issued a Special Notice for the renewal of Boeing aeronautical charting and mapping service licenses. The procurement involves Jeppesen Military Charting Service (JMCS) and ForeFlight Military Flight Bag (MFB) subscription services that provide current navigational flight data in electronic format for pre-flight planning and airborne operations. JMCS delivers comprehensive worldwide military charts and enroute data, while ForeFlight MFB serves as an electronic flight bag that integrates Jeppesen charts, allowing pilots to access and display charts within the ForeFlight application. The government intends to issue a single-source purchase order to Boeing Digital Solutions Inc. under FAR authority, with performance scheduled from October 1, 2025, through September 30, 2026. The procurement falls under NAICS code 488119 for Other Airport Operations.
The primary purpose of this Special Notice is to inform potential contractors of the government's intent to proceed with a sole-source procurement while providing an opportunity for other qualified organizations to demonstrate their capabilities. Interested organizations must submit written capabilities and qualifications by 4:00 p.m. Central Daylight Time on September 11, 2025, with oral communications explicitly prohibited. The government will evaluate these submissions solely to determine whether to conduct the procurement on a competitive basis rather than single-source. The procurement will utilize commercial acquisition procedures under FAR Parts 12 and 13, and any decision to maintain the sole-source approach remains at the government's discretion. Boeing Digital Solutions Inc. has been identified as the current provider of the required JMCS and MFB subscription services, which are essential for JPATS flight operations requiring accurate navigational data and electronic flight planning capabilities.
