About this opportunity
The Naval Surface Warfare Center (NSWC) Crane is seeking boat rental services with manned crews for the Silent Swarm 25 (SS25) maritime experimentation event focused on Electromagnetic Spectrum Operations capabilities for small, multi-domain Uncrewed Systems. The Department of the Navy Naval Sea Systems Command requires rental of three Class III vessels for 10 days and two Class II vessels for 5 days, with all vessels requiring experienced, certified personnel possessing local maritime knowledge and compliance with NOAA and Coast Guard safety regulations. The procurement supports technology integration, maritime environment monitoring, and technology demonstration and assessment activities. This solicitation (N0016425Q0721) was issued on June 30, 2025, with quotes due by July 3, 2025 at 12:00 AM Eastern Time via email to the contracting officer. The government intends to negotiate with one source, the National Marine Sanctuary Foundation, under FAR 13.106 authority, though all responsible sources may submit capability statements for consideration.
The solicitation is designated as a Women-Owned Small Business (WOSB) set-aside opportunity under NAICS code 532411, despite the government's stated intention to negotiate with the National Marine Sanctuary Foundation as a single source. The contract will be structured as firm fixed price covering vessel rental, facility support, and logistical support services. The maritime operations will take place in the waters of Lake Huron near Thunder Bay, Michigan from July 14-25, 2025. The procurement involves a total of five vessels with varying rental periods, requiring 10 days of service for the larger Class III vessels and 5 days for the Class II vessels. All contracted personnel must comply with applicable wage determination requirements as outlined in the Department of Labor documentation, with wage rates ranging from $12.50 to $57.00 per hour plus required benefits. The expedited timeline provides only three days from solicitation issuance to quote submission, reflecting the urgent nature of the experimental event requirements.
