About this opportunity
The Department of the Interior Fish and Wildlife Service seeks boardwalk materials for Bear River Migratory Bird Refuge in Brigham City, Utah, with proposals due May 29, 2026. The procurement is a Total Small Business set-aside with a 750-employee size standard under NAICS 332311.
Place of performance is Brigham City, Utah. The scope is materials-only, excluding concrete, formwork, and associated abutment casting materials. Required materials include 316 stainless steel integral railing systems with ABA/ADA compliance and locking gates; a complete LumenPod 16 LED lighting system by Wagner (or approved equal) meeting night-sky compliance and outdoor IP54 ratings; PermaTrak beachwood decking with texture providing 9-PSF uniform loading capacity and 4,000 PSI compressive strength; 89 total fiberglass composite driven piles (54 for west boardwalk, 35 for east) with 20-foot minimum embedment and field-cut lengths totaling approximately 2,196.3 feet; and all necessary connection hardware and installation materials. Fiberglass material is required; helical piles are not an acceptable alternate due to site soil corrosivity. Staff Access Gates on the west boardwalk shall have a total overall width of four feet and will not be adjacent to one another.
Performance period runs May 15, 2026, to September 15, 2026, with delivery deadline September 15, 2026. Award is based on Lowest-Price Technically-Acceptable criteria under Firm-Fixed-Price contracting using FAR Part 12 (Commercial Items). Quotations must include pricing, delivery dates, lead times, company name, and SAM UEI number. Electronic submission is required to Justine_Coleman@ios.doi.gov. Amendment 001, posted May 21, extended the deadline to May 29 and closed questions; offerors must acknowledge receipt of the amendment.
