The Department of the Air Force Space Command is seeking to procure eight Blue Sky Antenna Mast AL2 Lift Series Winch systems (P/N 200H-W-L205-BSM-00) or equivalent products for Vandenberg Space Force Base users. The Request for Quote (RFQ) will be awarded on a best value basis, considering price and technical acceptability, with vendors required to submit a technical narrative limited to 5 pages demonstrating compliance with specified salient characteristics. The antenna mast system must include a heavy tripod with bolted lift winch capable of raising poles to 5M height, center mast pole with base plate, segmented poles, and various accessories including a wheeled carrying bag. The system must feature a manual chain pulley system for adjusting microwave flat-panel antenna elevation and be compatible with Cambium PTP600/PTP700 antennas. The place of performance is Lompoc, California, with an anticipated award date of March 12, 2025. Contractors must comply with various provisions, including electronic invoicing through Wide Area WorkFlow (WAWF) and specific Department of Defense compliance requirements.

This Request for Quote (RFQ) for Blue Sky Antenna Mast (P/N 200H-W-L205-BSM-00) or equal for Vandenberg Space Force Base users is prepared in accordance with the format in FAR Part 12 and FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
This procurement is being issued as a 100% Small Business Set-Aside under North American Industrial Classification Standard (NAICS) 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a size standard in number of employees of 1,250. This acquisition will be procured pursuant to the requirements in Federal Acquisition Regulation of FAR Part 12 and 13.
Please see the attached Combination synopsis/solicitation, Salient Characteristics, and Pricing Schedule for contract line-item numbers (CLINs), quantities, units of measure, description of requirements, applicable clauses and provisions, and other information pertinent to this acquisition. Offerors are required to utilize the Pricing Schedule document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto.
The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached Pricing Schedule.
In accordance with FAR 52.204-7, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Lack of registration in the SAM will make an offeror ineligible for contract award.
