2 ROPS Blue Sky Antenna Mast

SECTION 1 – GENERAL INFORMATION
1. This is a combined synopsis/solicitation for a brand-name or equal prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This requirement is for eight (8) new Blue Sky Antenna Mast Winch (Manufacturer Part No. 200H-W-L205-BSM-000) or equal commercial products conforming to the Salient Characteristics (Attachment 1). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. This Solicitation is issued as a Request for Quotation (RFQ) and is anticipated to be awarded by 12 March 2025.
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 and DFARS Change 01/17/2025.
4. The applicable NAICS code for this acquisition is 334220, and the applicable PSC is 5985, with a size standard of 1,250 employees.
5. The Defense Priorities and Allocations System (DPAS) rating program does not apply.
6. This RFQ is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.

SECTION 2 – SUPPLIES OR SERVICES AND PRICING
1. See Attachment 1, Salient Characteristics, for a detailed description of the supplies required.
2. Vendors shall submit a quotation meeting the minimum Salient Characteristics and return with any other documentation/data required.

SECTION 4 – CONTRACT CLAUSES AND PROVISIONS
1. Please note all applicable FAR, DFARS, and DAFFARS clauses are applicable to this solicitation and the resulting contract. Payment will be made electronically after contract completion in accordance with DFARS 252.232-7006 Wide Area WorkFlow Payment Instructions.
SECTION 5 – EVALUATION FACTORS FOR AWARD
Addendum to FAR 52.212-2, Evaluation-Commercial Products and Commercial Services
Evaluation Factors for Award: The Government intends to award to the responsible offeror whose quote conforming to the solicitation is determined to represent the best value for the Government based on meeting price and technical acceptability. In accordance with FAR 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows:
1. Price: The Government will evaluate all quotes for price, ranking them from lowest to highest total evaluated price. The total evaluated price is the sum of all Contract Line Items.

2. Technical Capability: Offerors shall prepare and submit a technical narrative with sufficient information to allow the Government to evaluate the technical capability. The technical narrative shall be limited to 5 pages. The Government will evaluate the lowest priced offeror’s technical capability statement to ensure it meets the requirements set forth in the attached Salient Characteristics. If the offerors response to the technical capability document is determined NOT to meet the Government’s requirement, the evaluation will continue to the next lowest quote until one is determined to meet the Government’s requirement.

SECTION 6 – NOTICE TO INTERESTED PARTIES
1. Any questions are due no later than 1:00 PM (PST) Tuesday, 4 March 2025
2. Quotations are due no later than 1:00 PM (PST) Friday, 7 March 2025
