About this opportunity
The Defense Health Agency issued this Limited/Sole Source Justification Notice for blood products and laboratory reference testing services required to support Naval Medical Center Camp Lejeune's Level 3 Trauma Center operations. The American Red Cross was selected as the sole source vendor based on comprehensive market research demonstrating it is the only distributor capable of meeting stringent delivery requirements, including one-hour or STAT delivery for emergency requests, four-hour delivery for ASAP requests, and 24-48 hour delivery for routine requests, while maintaining FDA-compliant blood products and providing advanced laboratory testing services unavailable locally. The contract award to the American Red Cross (CAGE Code 7D348) carries an estimated total value of $950,000 for the base period (October 1, 2025 through September 30, 2026) plus four one-year option periods extending through September 30, 2030. The justification was supported by a sources sought notice published on SAM.gov and market research conducted from July through August 2025 that identified no viable alternative sources through mandatory databases or federal procurement channels. This firm-fixed-price IDIQ requirements contract is funded through FY26 Defense Health Program appropriations and relies on a Memorandum of Agreement between the Defense Health Agency and the American Red Cross governing product availability and delivery on a credit basis.
