About this opportunity
The Department of the Army Medical Command, specifically the Medical Readiness Contracting Office - East (MRCO-E), is seeking a contractor to provide blood coagulation analyzers and reagents for Womack Army Medical Center at Fort Liberty, North Carolina. The solicitation requires a comprehensive solution that includes two automated hemostasis testing analyzers, peripherals, and reagent test kits for seven specific tests including Prothrombin Time, Activated Partial Thromboplastin Time, Fibrinogen, D-Dimer, and others. The government will evaluate offers on a lowest price technically acceptable basis, considering technical capability, price, and past performance. Vendors must meet detailed technical requirements outlined in the Statement of Work, including equipment interface with MHS Genesis, comprehensive maintenance, training, and support services. The solicitation (W91YTZ-25-Q-A045) has a response deadline of March 31, 2025, with proposals to be submitted by 1:00 PM on the due date.
The contract is not set aside for any specific small business designation, though the government file summary suggests a preference for a Women-Owned Small Business (WOSB). The proposed contract period spans from May 1, 2024, to July 31, 2030, with multiple ordering periods and varying test quantities. Annual test volumes range from 40 to 7,900 tests across the seven different laboratory assays. The place of performance is located in Carolina Shores, North Carolina, with the contract to be awarded on a firm fixed price basis. While specific award values are not explicitly stated, the comprehensive nature of the requirement includes providing all necessary personnel, equipment, maintenance, transportation, tools, materials, supervision, and training for the coagulation testing services. The contractor will be responsible for furnishing FDA-approved equipment, reagents, and providing ongoing technical support throughout the contract period.
