About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity related to blood coagulation testing services. The Q&A clarifies pricing and testing requirements for the Womack Army Medical Center (WAMC) Laboratory, specifically addressing how vendors should quote test/assay rates. Key points include:

The document specifies that all seven listed tests (Prothrombin Time, Activated Partial Thromboplastin Time, Fibrinogen, D-Dimer, Thrombin, Heparin Unfractionated, and Heparin LMW) should be quoted as a Cost Per Reportable Rate (CPRR), with each test having its own specific rate rather than a blended rate. The estimated annual test volumes for each assay are provided in Appendix 1, which was previously omitted but has now been reinserted. Two additional Appendices are referenced: one related to Minimum Acceptable Standards (MAS) for assay performance tied to CAP and Joint Commission requirements, and another addressing DHA CyberLOG cybersecurity/risk management framework requirements.

Text version

Can you please confirm which tests/assays should be quoted as a Cost Per Reportable (CPR) Rate? And if any, which tests/assays should not be and should be quoted as a purchase as needed? All tests and assays should be quoted as a Cost Per Reportable Rate (CPRR).

For those that are to be quoted as a CPR Rate, can you please clarify if each test/assay should have its own CPR Rate or if you are looking for a single blended CPR Rate? Each test or assay should have its own specific CPR Rate, rather than a single blended rate.

Can you please provide a single annual test volume for each assay that should be used to generate pricing? The estimated annual test volumes for each assay are outlined in Appendix 1 of the Statement of Work (SOW). It's important to note that the ordering periods are shorter than a full year, so the quantities have been adjusted to reflect this. Additionally, the SOW provides both the minimum and maximum quantities for each assay. Among these, only the minimum quantity is guaranteed.

The solicitation references an Appendix 1 & Appendix 2, but we could not locate them in the solicitation- can you confirm whether these should be included?

“Appendix 1” is the estimated annual test volumes for each assay and was mistakenly left o the SOW and has been reinserted and shown below:

Appendix 1 – Test Menu and Workload WAMC Lab Test Menu Estimated Annual Usage

1 Prothrombin Tme (PT) 7900 2 Activated Partial Thromboplastin time (aPTT) 6700 3 Fibrinogen 800 4 D-Dimer 1300 5 Thrombin 40 6 Heparin, Unfractionated 1000 7 Heparin, LMW 500

The first "Appendix 2" related to the Minimum Acceptable Standards (MAS) for assay and references a section in that document that outlines detailed standards for reagent performance tied to CAP (College of American Pathologists) and Joint Commission (JC) proficiency testing requirements.

The second “Appendix 2” is referencing DHA CyberLOG requirements in in the document titled Defense Health Agency (DHA) Cyber Logistics (CyberLOG) Cybersecurity/Risk Management Framework (RMF) Requirements, 5 January 2022
