About this opportunity

The Department of Veterans Affairs Technology Acquisition Center Austin is seeking a contractor to provide blood bank validation services for the VA's Electronic Health Record Modernization Integration Office (EHRM-IO). This Request for Information (RFI) covers validation services for 12 VA medical centers in Michigan, Kentucky, Ohio, and Indiana that are transitioning from VistA to Oracle Health Millennium EHR, specifically focusing on the Oracle Health Pathnet Blood Bank system. The contractor will be responsible for validating system builds, configurations, orderables, instrumentation connectivity, and patient product compatibility to ensure compliance with regulatory bodies including the FDA, AABB, CLIA, and The Joint Commission. The RFI requests respondents to provide their business type, submit questions about the draft Performance Work Statement, and provide a five-page capability statement demonstrating relevant experience. Responses are due by July 22, 2025, at 10:00 AM PST, with submissions directed to Contract Specialist Nicholas Fry Sandoval and Contracting Officer Wendella Baptiste.

This procurement opportunity does not utilize any set-aside designations, though the VA has indicated a preference for Service-Disabled Veteran-Owned Small Businesses. No current contractors or incumbents are identified in the documentation. The contract structure will consist of a 12-month base period with the potential for up to 12 site validations across the specified medical centers. Validation services are expected to start no later than December 1, 2025, with each site requiring up to 12 weeks of validation work that must be completed at least one month before each site's go-live deployment date in calendar year 2026. The validation effort involves moderate-risk tasks that will require background investigations for contractor personnel, and the work is classified under NAICS code 541519 for Other Computer Related Services.

This is a Request for Information (RFI) only.
