The procurement encompasses FDA-registered blood bank products and comprehensive laboratory testing services, including red blood cell products, fresh frozen plasma, platelets, and specialized testing such as HLA typing, hemostasis studies, immunogenetics, and molecular testing. Key requirements include 24/7 service availability with strict turnaround times (STAT orders without testing within one hour, STAT orders with testing within two hours, and ASAP orders within four hours), provision of a dedicated pathologist trained in transfusion medicine, and secure electronic patient history transmission. Interested contractors must submit responses by May 12, 2026, at 1:00 PM (PT) to ross.byrne@va.gov, clearly identifying any proprietary information. This sources sought notice is issued solely for market research purposes and does not constitute a Request for Proposal, nor does it commit the government to issue a future solicitation or award a contract. Potential contractors should note that the government is not accepting unsolicited quotes or proposals at this time and will not reimburse respondents for administrative costs.

The contractor must maintain FDA licensure under 21 USC Section 260, comply with all applicable regulatory requirements, and deliver monthly reporting including turnaround-time analysis, STAT versus routine order metrics, and suspected transfusion reaction reports, along with quarterly utilization and comparative analysis reports. All work shall be performed at the contractor's facilities unless the VA specifically requests on-site services such as operating room transfusion support. The contract will require compliance with VA cybersecurity awareness training, mandatory electronic invoicing through the Financial Services Center, and comprehensive data security and privacy protections.
