About this opportunity

The Department of the Army Medical Command is seeking contractors to provide FDA-approved blood and blood products including Red Blood Cells, Platelets, Plasma, and Cryoprecipitate for Madigan Army Medical Center at Joint Base Lewis-McChord. The contractor must provide various ABO/Rh blood types available for immediate transfusion along with comprehensive emergency services available 24 hours per day, seven days per week. Critical requirements include maintaining delivery timelines of 4-6 hours for routine requests and within 2 hours for urgent STAT requests, providing courier services to and from the medical center, and supplying qualified on-site representatives during surgeries when needed. All blood products must be Joint Commission and FDA approved with negative donor test results, and the contractor must provide ongoing staff training on current and future technology at no additional charge to the government. This pre-solicitation notice was posted on June 9, 2025, with a response deadline of June 17, 2025, though specific evaluation criteria are not detailed in the current notice.

This procurement does not utilize any set-aside designations and is open to full and open competition. The contract requires the contractor to maintain basic inventory at their facility based on past and predicted usage patterns, with responsibility for ensuring continuous availability and replenishing stock as needed. While specific award values are not disclosed in this pre-solicitation, the scope encompasses six major item categories including the four blood product types, courier services, and specialized patient testing for uncommon blood types with pricing referenced to the Bloodworks Northwest price list. The contractor must be prepared to integrate technological improvements and new devices as they become commercially available, with contract modifications to be issued by the Contracting Officer to add such items. The comprehensive nature of the requirements suggests this will be a substantial, ongoing contract given the 24/7 emergency service requirements and the critical nature of blood product supply to a major military medical facility.
